Job summary

Genesee County Housing Division seeks a Field Inspector for the Home Improvement and Weatherization Programs. You will perform inspections, write-ups, cost estimates, energy audits, and quality control inspections of weatherization activities.

Under supervision, you will review contractor work, ensure compliance with MDHHS and HUD rules, and maintain detailed inspection records while coordinating with homeowners, contractors and program staff.

Qualifications

• Associate degree in building/construction technology, construction management, engineering, or related field.
• Two (2) years of experience in home construction, weatherization, home rehabilitation or related construction field.
• Must have a valid driver's license.
• Must become Lead Inspector/Risk Assessor within 6 months of employment; costs covered.
• Must become Lead Supervisor within 6 months of employment; costs covered.
• Must become a certified Asbestos Inspector through Michigan program within 6 months.
• Must become a BPI Energy Auditor and a BPI Quality Control Inspector within 9 months.
• Comfortable with climbing ladders, lifting, and entering confined spaces.

Responsibilities

• Inspects properties to determine eligibility for repairs or weatherization under program rules.
• Prepares work write-ups and bid specifications per HUD and County rules; performs Energy Audits.
• Prepares accurate cost estimates.
• Provides homeowner education regarding housing energy efficiency.
• Monitors progress on jobs and addresses potential problems.
• Reviews contractor work to ensure it meets bid specs and safety protocols.
• Inspects properties during work to ensure completion within contract provisions.
• Acts as liaison with contractor, homeowner and program staff.
• Maintains inspection records for each property.
• Participates in staff development and training related to program responsibilities.

Starting Pay: $23.7212 Hourly ($49,340)

Step A: $24.4346 Hourly ($50,824)

Step B: $24.9572 Hourly ($51,911)

Minimum Qualifications

Two (2) years of experience in home construction, home weatherization, home rehabilitation services, home inspection services, or in a construction related field, preferably in an agency providing housing rehabilitation services and/or weatherization service to low-income individuals.

JOB SUMMARY

Under direction of Housing and Weatherization Division Manager, performs a variety of duties relative to the implementation of Genesee County Housing Division activities comprised of the Home Improvement and Weatherization Programs; performs inspections, work write-ups, cost estimates bid specifications; completes energy audits and quality control inspections for weatherization activities; reviews work performed by contractors to ensure that the work is completed as outlined in the bid specifications and that all MDHHS and HUD rules are properly followed; work is performed under general supervision of the Housing and Weatherization Division Manager; performs related duties as required.

Essential Job Duties And Functions

• Inspects properties in order to determine eligibility of repairs or weatherization assistance needed in accordance with program rules and surveys the condition of dwellings as assigned
• Prepares work write-ups, bid specifications in accordance with HUD and County program rules and performs Energy Audits per DOE and MDHHS rules
• Prepares accurate cost estimates
• Provides homeowner education regarding housing energy efficiency
• Monitors progress on jobs and addresses potential problems
• Reviews the work of contractors to ensure that work meets bid specifications. work quality standards, and is following all environmental and safety protocols in accordance with program rules
• Inspects property while work is in progress to assure that authorized work has been properly completed and is within the provisions of the contract
• Acts as liaison with contractor, homeowner and program staff
• Maintains/organizes proper inspection records for each assigned property
• Participates in staff development and training activities related to program responsibilities
