Qualifications

Job description

Salary: $34.62 – $57.83 Hourly

Minimum Qualifications of Education and Experience

Expected starting salary range $34.62 to $46.23. Full range $34.62 to $57.83.

Bachelor’s degree from an accredited college or university in architecture, engineering, construction science or related field and one (1) year of experience in a similar position as listed in the work functions.
OR
Associate’s degree from an accredited college in a building trades field and three (3) years of experience in a similar position as listed in the work functions.
OR
A combination of education and experience equivalent to five (5) years of experience in a similar position as listed in the work functions.

Regular and reliable attendance is a necessary component of job/position. Individuals required to use County vehicles and equipment must have a valid driver’s license and be free of any major traffic violations for the last three (3) years.

Nature of Work

Under direct supervision, coordinates operations of various property rehabilitation programs, community block grants, and the rehabilitation of properties. Collaborates with property owners in designated rehabilitation project areas using grants, loans, and interest subsidies provided by the U.S. Department of Housing and Urban Development. Supports a diverse, respectful, and inclusive workplace.

Examples of Work
  • Determines client eligibility, evaluates property, and analyses the cost of work required. Prepares construction specifications and cost estimates.
  • Inspects work for compliance with plans, materials, and quality.
  • Explains programs to the public. Determines eligibility of low-income homes to meet local code and ordinances. Assists owners in selecting and obtaining bids from contractors.
  • Writes grant and loan agreements for local officials and property owners. Assists with applications for additional State and Federal funding.
  • Prepares summary reports containing photographs, descriptions, cost analysis and financing. Compiles and maintains case records and work summaries. Prepares required local and federal forms.
  • Processes payments, inspection reports, certificates of acceptance, and lien waivers.
  • Trains staff on documentation and processes.
  • Assists with conducting surveys and studies to locate low-income property owners.
  • Performs related duties as required or assigned.

  • Knowledge of practices and techniques of housing rehabilitation and construction work.

  • This is a Rochester, MN based position and is not remote eligible at this time.
