The role requires commuting to a Carver County office in Chaska ~3 days per week; some remote work may be possible from home or a co-working space near University Ave. A 2-year degree and PM experience are preferred.

Position Summary

The primary objective of the Carver County Project Manager (Construction Projects) is to oversee the delivery of high-quality home repair services for low-income homeowners in Carver County, Minnesota. This is an exciting opportunity to help build a newly expanded service region with a particular focus on supporting older adults in remaining safely and comfortably in their homes. The Project Manager must be professional, detail-oriented, and self-directed. Reporting to the Program Director, this role will work in close collaboration with staff, vendors, contractors, and Carver County Community Development Agency to effectively deliver service. All candidates must reside in the Twin Cities Metro Area and be willing to commute to a Carver County office in Chaska, MN approximately 3 days per week. Remaining workdays may be remote with an option to work from home, or from our co-working space near University Avenue and Highway 280.

Areas of Responsibility

Homeowner, Contractor and County Government Liaison

Closely manage a dedicated annual construction budget and determine which projects will be completed.

Provide project assessment and determine the best repair delivery method.

Develop work scope and construction process plans for individual homeowner projects.

Maintain strong and consistent communication with applicants and homeowners/clients upon project selection. Managing client expectations is critical in this role.

Develop and foster working relationships with construction and various trade subcontractors.

Work with subcontractors to obtain bids, subcontractor contracts and project completion as needed.

Review work scope with the homeowner and obtain a signed homeowner agreement prior to the project start date.

Following the required National Mortgage Licensing Service training and certification, conduct closings with homeowners, and file closing documents in a timely manner with Carver County.

Maintain a visible presence on project sites, with site visits before, during and after project completion.

Obtain project completion signatures from homeowners.

Investigate and resolve client concerns or complaints.

Gather and provide specific data for documentation and reporting. Update and maintain information in Salesforce for client, subcontractor, and volunteer information.

Ensure project files are maintained and up to date and files are clearly marked for easy access.

Ensure internal project closeouts are completed in a timely fashion; including accounting, contract sign off, Salesforce updates, and file management.

Qualifications

A minimum of a 2-year college degree in construction management, business, a related field or equivalent experience. Project Management experience and certification is a plus.

Able to work some evenings and weekends.

Knowledge of office management with good clerical and organizational skills.

General knowledge in the field of housing, including the lived experiences of low-income homeowners, older adults, and persons living with disabilities.

Experience working with a non-profit or social service agency is preferred.

Demonstrated experience with diverse populations is a plus.

Competencies

Must be detail-oriented with excellent organizational skills, and problem-solving ability.

Fully proficient in using Microsoft Office Suite (Word, Excel & PowerPoint) and internet-based platforms such as Salesforce and Google Workplace.

Demonstrated experience in compiling and organizing data, crafting general correspondence and reports.

Demonstrated ability to manage competing priorities and meet deadlines.

Good verbal and written communication skills, including spelling, grammar, editing, proofreading and basic math aptitude skills.

Able to be a team player and possess a positive, flexible, and helpful demeanor.

Strong interpersonal skills and ability to work independently and be part of a cross-functional team.

Be able to speak, clearly understand, and write the English language.

Must have a reliable car, a Minnesota Driver’s License and be able to drive, day and evening hours. Mileage reimbursement is provided.

Salary: The initial salary for this full-time exempt position is $57,000, with a $3,000 salary increase upon passing the State of Minnesota contractors exam. While passing the exam is not a requirement for continued employment, attempting to do so is an important aspect of the position.
