Job summary

Austin Housing Authority (AHA) is seeking a Housing Quality Standards Inspector to support HQS and other rental assistance programs. The role involves inspections, compliance monitoring, and customer service for tenants, property managers, and partners.

Responsibilities include scheduling inspections, conducting HQS evaluations, and reporting findings. Strong computer skills and knowledge of HUD programs are preferred. AHA provides benefits and a collaborative work environment.

Qualifications

Austin Housing Authority (AHA) is seeking a motivated and mission-driven candidate to join our team. We are proud to provide affordable housing and essential services to individuals and families in need of stable housing. We are currently hiring for a position that will support our Housing Choice Voucher (HCV) and other rental assistance programs through inspections, compliance monitoring, and customer service. AHA has been a leader in affordable housing in the City of Austin for more than 85 years. In partnership with the U.S. Department of Housing and Urban Development, local government entities, and numerous non-profit agencies, AHA provides access to safe, stable housing to over 20,000 individuals.

What you will do in this position:
  • Perform inspections to ensure compliance with HUD's Housing Quality Standards (HQS) for HCV and other rental assistance programs
  • Schedule all HQS inspections using the Elite Inspection Module
  • Complete inspections using the Elite HQS Mobile App
  • Conduct annual recertification, initial, and complaint inspections, and report findings to relevant parties
  • Advise property owners and managers on deficiencies and compliance deadlines
  • Monitor repair deadlines and conduct follow-up inspections to ensure completion
  • Conduct rent reasonableness analyses for new leases and annual rent changes
Customer Service and Communication
  • Respond promptly to inquiries from property managers, partners, and clients by phone or email
  • Provide clear guidance on program policies and procedures
  • Maintain positive working relationships with clients and stakeholders
Administrative and Reporting Duties
  • Perform accurate and timely data entry
  • Maintain organized records using the digital file storage system
  • Inform Assisted Housing staff of inspection statuses and non-compliance issues that may require abatement or contract termination
  • Provide support to the Assisted Housing department as needed and complete other duties as assigned
More about this position:
Qualified candidates must possess:
  • High School Diploma or GED; OR
  • Two years related experience and/or training; OR
  • Equivalent combination of education and experience; AND
  • Strong computer skills (Google Suite, Microsoft Office Suite, Adobe Acrobat, etc.); AND
  • Working knowledge of building maintenance and construction methods.
Preferred candidates will also possess the following skills and abilities:
  • Ability to provide compassionate and professional customer service to clientele of diverse backgrounds including people with disabilities and people experiencing homelessness
  • Excellent oral and written communication skills
  • Ability to establish, cultivate, and maintain effective working relationships with external partners, clients, and coworkers
  • Knowledge of HUD programs, regulatory compliance, and the affordable housing industry
  • Knowledge of business English, basic arithmetic, and general office practices and procedures
Physical Requirement:
  • Combination of indoor facility spaces and outdoor grounds.
  • Regular interaction with mechanical systems, maintenance tools, and transportation equipment.
Work Environment:
  • Ability to lift, carry, and move at least 25 lbs.
  • Comfortable working both indoors and outdoors, including in varying weather conditions.
  • Capable of standing, walking, bending, and performing physical tasks for extended periods.
