Job summary

Department of Health and Human Services (DHHS) in Augusta, ME seeks a Social Services Program Specialist II for a full-time role with partial telework. Occasional in-state travel is required for contract monitoring and stakeholder meetings.

The incumbent will oversee Rental Subsidy and Florence House contracts, assist with BRAP/PSHP/PATH program management, and provide technical guidance to contracted providers. No visa sponsorship.

Qualifications

• 8-year combination of education/experience in Mental Health, Substance Use, Public Health, Healthcare, Housing or Homelessness.
• At least 1 year of housing/rental assistance or grant program management experience.
• Preference for 3+ years in housing or homelessness services.
• Demonstrated ability to establish collaborative working relationships with state/federal officials and stakeholders.
• Experience with federal/state rental assistance programs and regulations.
• Ability to adapt to shifting priorities and urgent requests.

Responsibilities

• Oversee Rental Subsidy and Florence House contracts for accountability and compliance.
• Assist Housing Program Manager with BRAP, PSHP, and PATH oversight.
• Provide technical assistance to community providers contracted with OBH programs.
• Support policy changes with Statewide Homeless Council and other stakeholders.
• Collaborate on HUD and CoC grant renewals per NOFO.
• Review monthly billing for allowability and accuracy.
• Review and decide on Reasonable Accommodation requests and appeals.
• Work across OBH, DHHS offices, Maine State Housing Authority, and partner orgs to develop housing resources.
