Job summary

AlphaGov, a project-based housing policy consultant organization, seeks experts to help Indian River County and Henry County evaluate housing conditions and shape practical, equitable policies addressing affordability, supply, preservation, workforce housing, and implementation.

You'll analyze housing data, review local policies, and engage officials, providers, and residents to develop actionable policy options and implementation steps. Travel to client sites may be required for on-site work.

Qualifications

• Experience in housing-policy or affordable-housing consulting.
• Ability to combine housing-market data, policy research, stakeholder engagement, and implementation planning.
• Willingness to travel as a 1099/project-based collaborator.

AlphaGov (Casa Moon LLC d/b/a AlphaGov) delivers public-sector consulting for cities, counties, school systems, special districts, utilities, and related agencies. Our work spans classification and compensation, organizational and operational studies, research and program evaluation, economic and workforce analysis, surveys and community research, and applied data and infrastructure research.

We engage experienced practitioners as project-based collaborators. Engagements are remote-first with occasional client travel. When you authorize it, AlphaGov may name you as an expert collaborator or key personnel on proposals that match your expertise. We build ready teams for live pursuits — not speculative staffing banks.

This opportunity is contingent upon contract award and final staffing approval. Permission will be requested before including a candidate's name or resume in a proposal.

AlphaGov is seeking a Housing Policy Consultant to help Indian River County and Henry County evaluate housing conditions and shape practical, equitable policies addressing affordability, supply, preservation, workforce housing, and implementation.

What you'll do:

• Analyze housing supply, demand, affordability, tenure, cost burden, development patterns, and demographic trends
• Review local policies, codes, programs, incentives, preservation tools, and institutional capacity
• Engage public officials, housing providers, employers, residents, developers, and community organizations
• Develop actionable policy options, prioritization criteria, implementation steps, and performance measures
• Contribute housing-policy qualifications and past-performance narrative to AlphaGov proposals when permissioned

Required:

• Housing-policy, housing-needs assessment, affordable-housing, or community-development consulting experience
• Ability to combine housing-market data, policy research, stakeholder engagement, and implementation planning
• Comfortable as a 1099 / project-based collaborator with travel as needed for client on-sites

Nice to have:

• County or municipal housing strategy and ordinance experience
• Knowledge of LIHTC, HOME, CDBG, local housing trust funds, zoning, or preservation programs
• Prior Florida, Georgia, or Southeast public-sector housing consulting
