Job summary

AlphaGov is seeking a HUD Consolidated Plan Consultant to support Hidalgo County's housing and community-development planning efforts. You will assess housing, homelessness, and public-service needs using demographic data and HUD requirements, and you may work remotely with occasional on-site client visits.

This contract-based role emphasizes collaboration as a 1099 project-based expert, with travel as needed for client sites and proposals.

Qualifications

• Hands-on HUD Consolidated Plan or related planning experience.
• Knowledge of CDBG, HOME, ESG, HOPWA, and HUD data or reporting requirements.
• Available as a 1099 / project-based collaborator with travel for client on-sites.

Responsibilities

• Assess housing, homelessness, community-development, special-needs, and public-service conditions using demographic and program data
• Facilitate stakeholder and resident engagement and translate findings into documented priorities
• Develop needs assessments, strategic goals, annual-action linkages, performance measures, and implementation recommendations
• Coordinate HUD program requirements, fair-housing considerations, data sources, schedules, and review cycles
• Contribute HUD consolidated-planning qualifications and past-performance narrative to AlphaGov proposals when permissioned

AlphaGov (Casa Moon LLC d/b/a AlphaGov) delivers public-sector consulting for cities, counties, school systems, special districts, utilities, and related agencies. What you'll do:

Required:

• Hands-on HUD Consolidated Plan, Annual Action Plan, Analysis of Impediments, or closely related planning experience
• Knowledge of CDBG, HOME, ESG, HOPWA, citizen participation, and HUD data or reporting requirements
• Comfortable as a 1099 / project-based collaborator with travel as needed for client on-sites

Nice to have:

• Countywide or border-region housing and community-development planning
• Experience with IDIS, eCon Planning Suite, CPD data, or comparable HUD tools
• Texas public-sector housing, homelessness, or community-development consulting
