Job summary

Job description

Overview

Community Name: Shelby Station. The Housing Manager is responsible for managing the operations, leasing activity, renewals, collections, financial reporting, supplies, and communications for the assigned senior living community, maintaining a high level of customer service with residents and potential customers.

Responsibilities
  • Leasing and resident certification, including interviews, background checks, citizenship, DOB, income, asset, medical expense verification, and rent determination using set formulas.
  • Maintain a strong waiting list and communicate frequently with prospective applicants.
  • Collect and reconcile rent monthly, deposit funds, and issue receipts.
  • Reconcile invoices/bills, code invoices, monitor paid/outstanding status, and process payments with voucher stamps.
  • Issue legal notices and evictions for lease violations as necessary.
  • Develop and manage annual operating and capital budgets in cooperation with the Regional Manager.
  • Prepare and submit HUD Special Claims, Reserve for Replacement requests, and all required reports to Central Office and HUD under Enterprise Income Verification (EIV) guidelines.
  • Coordinate with vendors/contractors for maintenance issues and procure supplies with competitive pricing and proper approvals.
  • Supervise and maintain relationships with staff, including reviewing time sheets, managing payroll, and handling corrective action.
  • Ensure compliance with HUD policies, UCH policies, HIPAA, Fair Housing laws, and the Affordable Housing Marketing Plan.
  • Maintain occupancy rates between 95% and 100%, market vacancies, and provide monthly marketing reports.
  • Conduct community outreach, public relations, and health fair participation.
  • Implement the Resident Satisfaction & Valuation Program (RSVP), respond to resident concerns, and encourage resident association formation.
  • Coordinate with Activities Director and other service coordinators to plan resident activities and maintain a monthly newsletter.
  • Oversee property maintenance, including service request system, work orders, material purchasing, contract negotiation, and inventory management.
  • Inspect property and units annually, ensure readiness for move-in, and oversee reasonable accommodations.
  • Develop and implement emergency procedures, maintain emergency contacts, and coordinate with local authorities during emergencies.
  • Perform other duties as assigned or directed.
Qualifications & Experience
  • High School Graduate or General Education Degree (GED).
  • Minimum of 2 years of business office experience.
  • Proficient in Microsoft Office, HUD and internal accounting software, and basic office equipment.
  • Strong interpersonal, organizational, analytical, and problem‑solving skills.
  • Excellent written and oral communication skills.
Certifications & Licenses
  • Certified Occupancy Specialist (COS) certification is a plus.
  • Valid driver’s license required.
  • Prior experience with subsidies, HUD policies, Section 8, Section 236, EIV, or tax credits highly desired.
  • Must be able to use a calculator for basic arithmetic.
