Job summary

City of Winston-Salem is seeking a skilled supervisor to oversee housing inspections and code enforcement activities. The role reports to the Deputy Community and Business Development Director and provides continuous oversight of the inspections team.

Ideal candidates will have a high school diploma or GED with extensive housing inspection supervisory experience; technical or bachelor degree preferred, and a North Carolina Housing Inspectors License is required.

Job description

Performs difficult skilled technical work overseeing housing inspections and code enforcement activities, and related work as apparent or assigned. Work is performed under the limited supervision of the Deputy Community and Business Development Director. Continuous oversight is exercised over all personnel within the inspections team.

• Oversees Neighborhood Conservation Officer and field abatement staff activities.
• Trains Neighborhood Conservation Officers.
• Assists Code Enforcement Senior Project Supervisor with code enforcement delivery.
• Investigates citizen complaints with fairness concerning inspections, invoices, and abatements.
• Analyzes reports of code enforcement along with the Senior Project Supervisor and takes appropriate action.
• Identifies illegal dumping violators and follows-through appropriately.
• Develops and remains current on code enforcement and related fields.
• Inspects thoroughfares for aesthetic appearance; identifies and monitors community "hot spots" and coordinates corrective action.

Education and Experience

High school diploma or GED and considerable experience working in housing inspections with increasing supervisory responsibility, or equivalent combination of education and experience. Technical or bachelor degree preferred.

Knowledge, Skills and Abilities

Thorough knowledge of the various environmental codes or nuisances; ability to read and interpret blueprints, site plans and designs and to ensure compliance with appropriate ordinances and codes; knowledge of housing inspections and code enforcement activities; thorough knowledge of housing inspections and code enforcement methods and activities; general knowledge of legal procedures related to the enforcement of ordinances and codes; ability to operate personal computer including some knowledge of applicable software packages; ability to direct and review the work of others; ability to enforce ordinances and regulations with firmness, tact and impartiality; ability to establish and maintain effective working relationships with contractors, City officials, associates and the general public.

Physical Requirements

This work requires the occasional exertion of up to 50 pounds of force; work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, tasting or smelling, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions and occasionally requires wet, humid conditions (non-weather), exposure to extreme cold (non-weather), exposure to extreme heat (non-weather), exposure to the risk of electrical shock and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a moderately noisy location (e.g. business office, light traffic).

Special Requirements

• North Carolina Housing Inspectors License
• Certifies North Carolina Building Inspector
• Valid US driver's license.
• Ability to speak Spanish is preferred.
