Job summary

Warren County (NC) seeks a qualified building code inspector to perform field inspections of building, electrical, mechanical and plumbing systems for compliance with state and local codes.

The role requires reading plans, advising on corrective actions, and enforcing codes while maintaining inspection records and assisting contractors and the public. Training in multiple inspection fields may be provided.

Qualifications

Job description

GENERAL DEFINITION OF WORK:

Performs intermediate technical work inspecting building, electrical, mechanical and plumbing systems for compliance with State and local construction codes; does related work as required. Work is performed under the regular supervision of the Code Enforcement Administrator.

ESSENTIAL FUNCTIONS/TYPICAL TASKS:

Making field inspections; enforcing building codes; maintaining records and files;

• Reviews and makes detailed check of plans and specifications and permit applications and inspects structures in the process of construction, alteration or repair for compliance with building, electrical, plumbing and mechanical code requirements and for application of safe construction practices; advises of necessary corrective action.
• Checks quality of materials and methods of construction.
• Makes inspections of existing structures for hazardous conditions and structural failures; assists and advises contractors on regulations.
• Issues warnings and stop-work orders for non-complying projects.
• Answers questions from private citizens, contractors and builders regarding enforcement and changes to the codes and ordinances.
• Keeps records regarding inspections.
• Cross trains in other inspections fields and make inspections when necessary.
• Upon approval of permit applications: handles stop-work orders.
• Performs related tasks as required.

KNOWLEDGE, SKILLS, AND ABILITIES:

Thorough knowledge of all types of construction materials and methods, and of stages of construction when possible violations and defects may be most easily observed and corrected; thorough knowledge of local and State building, electrical, mechanical and plumbing codes and related laws and ordinances; ability to detect poor workmanship, inferior materials, and hazards of fire and collapse; ability to read and interpret plans, specifications and blueprints of ordinary complexity quickly and accurately and to compare them with construction in process; ability to contact building owners, contractors and the public and effect satisfactory working relationships; firmness and tact in enforcing building codes; ability to establish and maintain effective working relationships with associates and the general public.

EDUCATION AND EXPERIENCE:

Associates/Technical degree with coursework in building trades or any combination of education and experience equivalent to some building construction and/or code inspection experience.

PHYSICAL REQUIREMENTS:

This is light work requiring the exertion of 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, grasping, feeling, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, extreme cold, extreme heat, hazards, and atmospheric conditions.

SPECIAL REQUIREMENTS:

Possession of an appropriate driver's license valid in the State of North Carolina. Possession of or ability to acquire certification at Level I in five applicable code inspection fields (Building, Mechanical, Fire, HVAC, Electrical and Plumbing) by the State of North Carolina. Must meet and maintain minimum education and training requirements for positions as directed by the State of North Carolina.
