Job summary

The City of St. Joseph is seeking a Housing Compliance Inspector to enforce the Rental Unit Certification Program and manage rental inspections under the Planning and Community Development Department.

The role also oversees the Vacant Registration Program and coordinates enforcement actions as needed. The ideal candidate will have 1–3 years in a related field, strong communication skills, knowledge of city codes, and a valid Class E driver's license.

Qualifications

POSITION TITLE: Housing Compliance Inspector
DEPARTMENT: Planning and Community Development
DIVISION: Property Maintenance
SALARY: $43,359 YR. / $20.845673 HR.

Job Summary/Scope

Enforces City Rental Unit Certification Program in accordance with Property Maintenance Codes to ensure compliance with city regulations. Schedules and manages rental unit inspections. Monitors and enforces the Vacant Registration Program to maintain compliance with the Code.

Essential Duties and Responsibilities
  • Inspects rental units to ensure compliance with standards identified on Rental Checklist in accordance with Property Maintenance Code.
  • Tags housing units unfit for human occupancy for other life-threatening issues. Reinspects rental units for compliance.
  • Documents and tracks Rental Certification and Vacancy Registration Programs and prepares paperwork for follow-up inspection notices to property owners.
  • Issues summonses for violations of property maintenance, zoning, and health codes. Testifies in court as necessary.
  • Research real estate records to locate owners of property where violations occur.
  • Assists in performing zoning code enforcement as needed.
  • Interacts with the public on issues of property maintenance. Educate the public to achieve future compliance through personal contact.
Other Duties and Responsibilities

Performs all other related duties as assigned.

Required Knowledge, Skills and Abilities
  • Knowledge of city streets, city codes and regulations or demonstrate the ability to learn and enforce these regulatory requirements within the first six months of employment.
  • Skills in effective oral and written communications, planning, organizing and directing the work of others.
  • Ability to research information and derive logical conclusions.
  • Skills in problem solving and facilitating reasonable corrective action to property maintenance violations.
  • Ability to relate professionally and courteously with fellow employees; a positive attitude is essential.
  • Ability to become a licensed and certified Housing Inspector by a national recognized accredited program within 6 months of employment.
  • Valid Class “E” driver’s License required.
  • Ability to pass background evaluation.
  • Ability to relate professionally with the public in potentially volatile situations as well as under normal circumstances
  • One to three years prior experience in a related field.
Material and Equipment Directly Used

Use of a range of office machines, including calculators, computers, printers, telephone and/or other peripherals. Operates a City-provided vehicle. There may be times when use of a personal vehicle may be required.

Working Environment/Physical Requirements

Work is performed in a wide range of conditions, ranging from heat to cold when working out in the community. Some work is performed in an office with a controlled environment. Work is performed in environments that are potentially hazardous. Work involves walking, climbing, bending, and stooping. Seldom need to lift more than 10 to 20 pounds. Some overnight or day travel may be required for business purposes. Vacation and other leave scheduling shall be requested and approved by the appropriate supervisor.

Education

High School diploma or equivalent required. Associate degree in a related field preferred.

All applicants must pass a drug screening and criminal background check prior to employment.
