Job summary

County of Hawai‘i in Hawai‘i County seeks a Grant Tracking and Budget Analyst to manage the grant-source database and support the Budget Division. You will use grant-management software to track grants, prepare applications, and administer agreements while ensuring compliance with grant requirements.

You will also assist in planning the operating budget, update reporting systems, and prepare fiscal analysis and reports for the Hawai‘i County Council.

Qualifications

• Bachelor's degree required; two years of professional accounting or auditing work experience; one year of grants administration/management experience.
• Strong knowledge of budgeting, financial reporting, and grant compliance.
• Familiarity with grant-source databases and grant- tracking processes.

Responsibilities

• Coordinate, plan, develop, manage, and maintain the County’s grant-source database.
• Utilize grant management software to track all grants; produce related reports.
• Prepare grant applications and supporting documentation; administer grant agreements and payment requests; provide data and reports.
• Respond to inquiries promptly and keep abreast of grant laws and policies.
• Assist in planning and maintaining the County’s operating budget; analyze and organize budget information.
• Create spreadsheets and update electronic reporting systems; prepare and audit budget reports.
• Transmit reports to the County Council and assist with budgeting and ordinances.
• Maintain records retention and inventory tracking for Budget Division.
• Perform other related duties as assigned.

Job description

Performs County-wide grant tracking; manages and maintains the County’s grant-source database; administers County grant programs; conducts studies; prepares administrative reports; prepares and analyzes budget- related documents and tables; and performs other related duties as required.

There is one (1) immediate permanent full-time vacancy with the Department of Finance - Budget Division in Hilo.

The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.

Responsibilities

• Coordinates, plans, develops, manages, and maintains the County’s grant-source database.
• Utilizes grant management software to track all grants received and distributed by the County; participates in surveys and produces reports related to grant-tracking.
• Prepares grant applications and support documentation for grant programs handled by central Finance’s Budget Division to ensure compliance with grant requirements; prepares and administers grant agreements; accepts, tracks, and processes payment requests for grants processed by central Finance’s Budget Division; provides data and reports.
• Responds to inquiries and concerns in a timely manner.
• Keeps abreast of laws, regulations, and policies for grant acquisition and management.
• Assists in planning, preparing, and maintaining the County’s operating budget by organizing, reviewing, researching, analyzing, tabulating, entering, updating, auditing, and monitoring information.
• Creates spreadsheets and updates electronic reporting systems; prepares, audits, and maintains budget preparation and fiscal analysis reports and worksheets.
• Transmits reports to Hawai‘i County Council; utilizes electronic reporting system to assist with the production of operating budget, bills, and ordinances.
• Coordinates records maintenance requirements by tracking and maintaining records for destruction.
• Tracks and maintains inventory for the department’s Administration and Budget Divisions.
• Performs other related duties as assigned.

Training and Experience

A combination of education and experience substantially equivalent to:

• graduation from an accredited college or university with a baccalaureate degree (scan and attach a copy of your official college transcript to your application), and
• two (2) years of professional accounting or auditing work experience involving the maintenance or examination of accounting records and the preparation, analysis, and/or interpretation of financial statements and reports, and
• one (1) year of professional experience in the application, monitoring, evaluating and/or administering of Federal, State, or County grants.

Foreign transcripts must be accompanied by an official credential evaluation report to determine U.S. equivalency. (Scan and attach a copy of your official credential evaluation report to your application.)

Examination

All applicants who meet the minimum qualification requirements will be assigned a score of 70 points. An education and experience evaluation will be conducted based on the applicant's training, education and experience as presented in the application.
