Job summary

The Oregon Department of Administrative Services is seeking a Home Start Program Analyst to help launch and shape the statewide Home Start Lands Program. This role will lead development, implementation, and administration to influence affordable housing outcomes and multi‑million dollar real estate decisions.

Qualifications

• Bachelor’s degree or equivalent in related fields and four years experience coordinating or administering a related program.
• Experience in real estate, land use, affordable housing.
• Experience coordinating projects, reviewing site information, or supporting development or planning activities.
• Education in planning, law and/or real estate.

Responsibilities

• Lead development, implementation, and administration of the Home Start Lands Program.
• Identify and evaluate underutilized state-owned land for affordable housing development.
• Partner with state agencies and local governments to assess feasibility, site conditions, and redevelopment opportunities.
• Manage core program transactions, including developer selection, negotiations, and due diligence oversight.
• Ensure compliance with program standards, statutes, and long-term affordability requirements.
• Support ongoing monitoring of projects to confirm land use approvals and affordability commitments.
