Job summary

The Iowa Finance Authority is seeking a HOME Compliance Officer in Des Moines to administer HUD programs (HOME, HOME-ARP, NHTF) and provide technical assistance to grantees and applicants. You will review applications, analyze data, and help improve program processes to serve Iowans.

You will collaborate with HUD officials, developers, and internal teams to ensure compliance, track progress, and support reporting while upholding our core values of accountability and service.

Qualifications

• Graduation from an accredited four-year college with degree plus 3 years of investigative or closely related work involving applying laws, rules, or regulations.
• Graduation from an accredited four-year college or university with degree plus 3 years of professional-level work involving interpretation/enforcement of laws or policies or quality assurance review.
• Graduation from an accredited school of law.
• Total seven years of education and/or experience, with 30 semester hours equaling one year of experience.

Responsibilities

• Program Administration: Review applications, policies, procedures, user guides, and provide technical assistance; maintain project data and support process improvements.
• Monitor Compliance: Evaluate applications and prepare documentation for HOME, HOME-ARP, NHTF and cross-cutting requirements.
• Coordinate with Partners: Work with sponsors, developers, HUD officials, consultants, vendors, and internal teams to keep projects on schedule.
• Project Tracking: Support contract preparation, draw requests, track construction progress, monitor projects, and complete closeout activities and reporting.
