Job summary

UN Women seeks a consultant to assess the capacity and needs of the Governorate’s Affairs Offices and district offices to deliver gender-responsive and survivor-centered services. The assignment covers HR, administrative, and logistical gaps, with field visits to the West Bank; deliver a comprehensive assessment and capacity-building plan aligned with UNSDCF outcomes.

Strong written reporting and stakeholder engagement are required, with experience in violence against women and justice systems

Qualifications

• Master's degree or higher in social studies, gender studies, human rights or public policy.
• At least 3 years' experience in gender equality and violence against women.
• Experience developing assessments, capacity-building plans or guidelines related to VAW, women's access to justice or gender equality.

Responsibilities

• Develop inception report with detailed work plan, criteria and methodology.
• Meet with UN Women team and governorate focal point to align objectives and tools.
• Conduct desk review and collect data through meetings with officers and field visits.
• Prepare a final assessment report and a capacity-building plan with concrete recommendations.
