Job description

Under general direction of Highway Superintendent, perform administrative and supervisory work in the management of work crews involved in the maintenance and construction of Town highways and other public works projects; perform all other related duties as required.

  • Assist, direct, instruct, train and oversee work routinely performed by Highway Division employees.
  • In consultation with the Highway Superintendent and Working Foreman, assign daily work orders and inspect quality of work done on-site by Town employees and others. Plan use of manpower and equipment and carry through to execution of projects and programs assigned by the Superintendent of the division.
  • Provide coordination and supervision to employees in the field, instructing personnel as to procedures to be followed in connection with specific task assignments.
  • Process daily work orders received from the Superintendent; follow up on resulting assignment for compliance with instruction; approve time reports covering staff and equipment.
  • Coordinate and provide supervision of field operations during snow plowing and removal, or during other emergency activities.
  • In the absence or unavailability of the Highway Superintendent, may assume delegated duties of the Superintendent.
  • Coordinate work with other DPW divisions and Town departments.
  • Maintain established quality and quantity standards. Follow prescribed safety precautions, established department and Town policies, procedures, rules and regulations. Detect and report improper operations, faulty equipment, defective materials and unusual conditions to supervisor. Maintain work areas and equipment in a clean, orderly, operational and safe condition.
  • Ensure staff performance standards are enforced and maintained.
  • Maintain records of work performed.
  • Monitor and inspect work performed by private construction crews and snow contractors.
  • Perform related duties as required.

Skills, Knowledge and Abilities

  • Considerable knowledge of the materials, methods and techniques relative to the maintenance, repair, and construction of drainage facilities, highways, and other public works construction.
  • Ability to troubleshoot equipment failure.
  • Ability to perform basic mathematical operations and data analysis.
  • Ability to work on multiple project assignments and meet established timetables.
  • Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.
  • Ability to plan, organize, assign and supervise the work of employees and equipment and to maintain good public relations.
  • Must be well organized, follow detailed oral and written instructions and maintain a good filing and data system.
  • Interpersonal skills to effectively interact with other Town employees and the general public.
  • Ability to foster and promote harmonious relations with the public, vendors and other town departments and deal with stress associated with long hours.
  • Working knowledge of and proficiency in the use of Microsoft Office to design and generate spreadsheets, reports, and other documents.
  • Working knowledge of and proficiency in the use of smart phones, smart tablets, and computers.
  • Thorough knowledge of the AFSCME labor contract.
  • Must possess valid driver's license.

Education and Experience

Duties require High School diploma; five years work experience in and/or the supervision of work crews involved in the maintenance and construction of highways and other public works projects; or any equivalent combination of education and experience.

Supervisory Responsibility

Supervise assigned staff of the Highway Division.

Physical Elements

  • Frequent and extended periods of outside work, subject to all weather conditions and extremes.
  • Duties require continuous walking and standing, and frequent periods of driving.
  • Regular and sustained periods of strenuous physical exertion, requiring ability to lift, carry and position heavy objects utilizing proper body mechanics and techniques.
  • Operate equipment which causes loud noise levels and high vibrations.
  • Exercise caution when operating heavy equipment.
  • Regular interruptions to assist citizens.
  • Position requires extensive amount of after-hours work.
