Job summary

St. Johns County Sheriff's Office is seeking a Crime Gun Intelligence Analyst, contracted through the North Florida HIDTA. The role involves researching and analyzing intelligence to support criminal investigations, with duties spanning OSINT data collection, NIBIN data interpretation, and inter-agency collaboration.

The position is funded by a Federal Grant and requires establishing an LLC. Work locations include the HIDTA office in Jacksonville and the St. Johns County Sheriff’s Office in St.

Qualifications

  • Bachelor’s Degree required.
  • Experience in researching, analyzing and evaluating intelligence information for criminal investigations preferred.
  • Experience with report management systems to develop crime gun intelligence and summarize data for federal info sharing databases preferred.
  • FDLE analyst certification (or equivalent) preferred.
  • Experience with law enforcement agencies is a plus.

Responsibilities

  • Analyzes police reports and intelligence information from multiple sources.
  • Provides analytical case support to HIDTA initiatives and Crime Gun Intelligence projects.
  • Coordinates with case agents on investigations and operations.
  • Liaises with ATF and NIBIN personnel at locations.
  • Analyzes NIBIN data to develop intelligence of firearms crimes.
  • Reviews firearms-related statistics to identify actionable intelligence.
  • Participates in multi-agency investigations and task forces.
  • Utilizes OSINT and law enforcement databases to locate information and identify threats.
  • Creates intelligence bulletins and reports for agencies.
  • Prepares maps of linked shooting incidents and firearm recoveries.
  • Acts as liaison to gather and share crime gun data timely.
  • Prepares historical and current crime trends reports.

The North Florida HIDTA is seeking a civilian professional to fulfill the duties of a Crime Gun Intelligence Analyst. The work location for this position is at the North Florida HIDTA office located at 8647 Baypine Road, Suite 300, Jacksonville, Florida and at the St. Johns County Sheriff’s Office located at 4015 Lewis Speedway, St. Augustine, Florida. The St. Johns County Sheriff’s Office (SJSO) manages the application and background investigations for contract positions. This is an independent contractor position, requiring the individual to establish an LLC.

This position is funded by a Federal Grant and should the grant funds be terminated this position will be eliminated.

Purpose of Position:

The HIDTA Crime Gun Intelligence Analyst performs complex assignments requiring professional knowledge and skills in conducting research and analysis to support criminal investigations and other law enforcement responsibilities. This position understands and demonstrates tactical, operational, and strategic analyses, relevant data collection using open-source intelligence (OSINT) and various law enforcement databases, and timely dissemination of finished intelligence products.

The HIDTA Crime Gun Intelligence Analyst may perform other related duties and tasks as required and shall have the physical, mental, and emotional abilities to perform the duties of this position.

Minimum Qualifications/Education Requirements
  • Bachelor’s Degree
  • Valid Florida Driver’s License
  • Ability to pass a fingerprint-based background check, polygraph, and drug test
  • Ability to pass the background investigation for a SECRET security clearance
  • Ability to use office equipment to include telephone, copier, printer, fax, scanner, and computer
  • Ability to effectively use the Microsoft Office Suite
  • Proficient verbal and written communication skills
Preferred Requirements
  • Experience in research, analyzing and evaluating intelligence information for criminal investigations
  • Experience working and analyzing data from a report management system to develop crime gun intelligence, create intelligence work products, and summarize report data to be entered into federal information sharing databases.
  • Experience with databases and software related to law enforcement intelligence gathering
  • FDLE analyst certification (or equivalent certification)
  • Experience working with law enforcement agencies is preferred.
Duties
  • Analyzes, evaluates, and correlates police reports and intelligence information from multiple sources.
  • Provides analytical case support, both long term and short term, to HIDTA initiatives and Crime Gun Intelligence projects
  • Coordinates with case agents on criminal investigations and ongoing operations
  • Liaises with Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) as well as personnel/analysts at ATF’s National Integrated Ballistic Identification Network (NIBIN) locations
  • Analyzes data produced by the NIBIN to develop criminal intelligence of firearms related crimes
  • Review firearms-specific statistical data collected through the NIBIN process to identify and provide actionable intelligence regarding crime guns
  • Participates in multi-agency task force investigations, work groups, or committees to provide analytical assistance to meet the objectives of the position and law enforcement agencies
  • Utilizes online social media platforms to obtain information and intelligence relevant to criminal investigations and matters of public safety
  • Uses open source and law enforcement intelligence databases and software to locate people, information, and identify potential threats and/or criminal activity
  • Creates and distributes intelligence bulletins and reports as applicable to law enforcement agencies
  • Prepares and disseminates strategic assessments and single scope intelligence and informational bulletins
  • Assists federal, state, and local agencies during emergency management incidents including natural disasters, mass casualty incidents, and high profile planned events
  • Reviews reports, raw data, documents, and records for useful information
  • Prepares maps of linked shooting incidents and firearms recoveries
  • Acts as liaison between federal and local agencies to gather and share crime gun intelligence data in a timely manner
  • Prepares reports on historical and current criminal activities trends focusing on firearms related crimes
  • Other duties may be required and assigned
Environmental Conditions:

This position works during normal business hours Monday through Friday, but may rarely require work outside normal business hours, including nights, weekends, and holidays. Work is primarily performed indoors. Some travel may be required.
