City of Winter Springs is seeking an Equipment Operator to perform skilled operation and maintenance of complex construction equipment for stormwater and public works projects.

The role requires readiness for emergency response, adherence to safety standards, and diligent daily inspections, with reporting to the Public Works Superintendent. A high school diploma and 5+ years of heavy equipment experience are preferred.

Qualifications

Must be a high School graduate or equivalent.
Minimum of five (5) years of experience operating heavy equipment in a public works construction field.
Two years of manual labor can substitute for 1 year of heavy equipment experience.

Responsibilities

Job description

Position Summary

Performs skilled work in the operation of complex construction/maintenance equipment. Performs tasks of more than average difficulty involving the safe operation and routine maintenance of assigned equipment. Operates heavy equipment for Stormwater but may be required to perform equipment operator services for Public Works, Utilities, Urban Beautification, Parks, and Facilities departments. Position will report to Public Works Superintendent.

Will be designated as essential personnel during activation of the City’s Emergency Response Team. Must be available for preparation and response during declared emergencies.

Essential Functions

Operate heavy and light equipment including but not limited to front-end loaders, Gradall Excavators, skid steers, combination machines, aerial lifts, bucket trucks, clamshell trucks, dump trucks, tractors, etc.
Operation of heavy equipment in support of the City’s construction and infrastructure maintenance needs for various departments.
Perform preventative maintenance on equipment.
Perform daily pre-trip and post trip inspections of equipment; keep equipment clean and in good repair.
Transport equipment to and from the job site and City garage on trailers.
Operates heavy equipment during routine and/or emergency repairs of City’s utility infrastructure.
Serves as essential personnel during activation of the City’s Emergency Response Team. Must be available for preparation and response during declared emergencies.
Regular in-person attendance during City and department business hours, since face-to-face interaction and coordination of work with other employees, outside colleagues, residents, or vendors, and all immediate access to documents or other information located on in the workplace is required.

Minimum Requirement

Knowledge, Skills, And Abilities

Knowledge of grounds maintenance and general maintenance tasks and procedures.
Knowledge of methods and procedures related to the installation, maintenance and repair of streets, sidewalks, curbing, drainage systems, water lines, meters, sewer lines, underdrains and irrigation systems.
Knowledge of occupational hazards as well as safety precautions of the work place.
The ability to perform heavy manual labor under varying environmental and adverse weather conditions.
Skilled in the operation and maintenance of equipment and tools related to the position.
The ability to communicate effectively, both verbally and written.
Capable of following written and oral instructions.
Working knowledge of safety rules and regulations.
Ability to deal courteously and effectively with the public and co-workers.
Ability to read and understand blueprints, grade stakes, and site plans
Knowledge of and skill in the use of common hand tools and mechanical equipment.
Knowledge of operating light and medium construction equipment.
Ability to understand and carry out oral instructions and to perform a variety of semi-skilled manual tasks.
Knowledge of basic mathematics.

Minimum Education and Experience

Must be a high School graduate or equivalent.
Applicant must have two (2) years related manual labor and technical experience in infrastructure maintenance.
A minimum of five (5) years of experience operating heavy equipment in a public works construction field, to include experience in repair and preventive maintenance of heavy equipment. Two years of manual labor can substitute for 1 year of heavy equipment experience.

Licenses, Certifications, Or Registrations

Must possess and maintain a valid Class "A" Commercial Florida Driver's License with Tanker Endorsement.
Applicant must obtain FDOT TTC/MOT Certification within six (6) months of hire.

Supplemental Information

Full-time position. Requires work outside of normal business hours in emergency and maintenance circumstances.

Works outside up to 100% of the time in various weather and environmental conditions. Potential exposure to: heat, wind, rain, dust, dirt, noise, sewage, pond and creek water, confined spaces, uneven/slippery surfaces, below ground level, insects, native animals, and possibly chemicals.

Depending on the plan selected, the City pays approximately 98% of employee's health insurance and contributes to a Health Savings Account.
Dependent coverage, dental, vision, and short term disability plans are available at an additional cost.
Basic life and long term disability insurance is paid by the City.
Additional voluntary insurances are available such as: critical illness, accident, and hospital indemnity insurances etc. are available for an additional cost.

Retirement

401A The City contributes 5% automatically. An additional of up to 2.5% will be contributed if the employee elects to contribute to their individual 457. However, employee contribution is not required. Employee is full vested after five (5) years with partial vesting in years prior.
457 Employee contributions are matched up to 2.5%
