Job summary

Apex Systems is seeking a Project Manager to lead the Rhode Island Special Care Dentistry Program efforts, coordinating research, stakeholders, and implementation with the Office of Oral Health. This role independently drives substantial components of a cross-system project, reporting to the Project Lead on priorities, analysis, and decisions.

Qualifications

• Minimum 5 years of progressively responsible project management experience.
• Experience managing complex multi-stakeholder projects.
• Strong research, analysis, and policy development experience.
• Experience across healthcare, government, consulting, procurement, or organizational transformation preferred.
• Direct dental experience is not required if strong PM, research, and stakeholder-management capabilities are shown.

Responsibilities

• Conduct and coordinate research on special care dentistry needs, provider capacity, workforce availability, financing, regulations, service delivery models, and best practices.
• Perform program, policy, and financial analyses; develop reports, recommendations, and decision-support materials.
• Coordinate across state agencies, providers, community organizations, academic institutions, and other stakeholders.
• Manage stakeholder engagement activities, including outreach, meetings, interviews, documentation, and follow-up.
• Support development of Minimum Program Requirements and assess program gaps, risks, opportunities, and readiness.
• Evaluate and compare service delivery models including fixed-site, mobile, FQHC-based, hub-and-spoke, and hybrid approaches.
• Maintain project workplans and support procurement activities, including RFI/RFP development, review, and submission.
• Provide ongoing project management support and address emerging priorities throughout the planning process.
