Summary:
This position is responsible for delivering multiple concurrent Clinical Operations Projects and Programs with quality, to plan, and budget, with an emphasis on vendor management. Additionally, the role involves operational process analysis, vendor relationship management related to clinical operations, supporting process improvement initiatives, and executing action plans. The Clinical Operations Project Manager oversees all aspects of the project and/or vendor relationship from initiation to post-implementation monitoring and maintenance. The role includes developing communications and presenting to internal and external audiences.
Essential Responsibilities/Accountabilities:
Level I:
- Plans, directs, and coordinates activities of matrixed teams to manage and implement Clinical Operations projects and vendor relationships from contract initiation to final operational stage, focusing on MOB-related projects and internal Clinical Operations projects.
- Plans, schedules, monitors, and reports on activities related to Clinical Operations projects, vendors, and process improvements. Responsibilities include reviewing vendors versus in-house management, consulting with clinical areas to ensure contracts meet business needs, negotiating contract terms, and overseeing contracts throughout their term. Also includes internal and cross-divisional process improvements involving Clinical Operations, HCI, customer service, IT, etc. May lead project teams in determining customer requirements and translating them into operational plans. May also perform roles such as product manager and user experience lead alongside program management. Creates and executes project work plans.
- Represents Clinical Operations in project approval meetings, ensuring proper prioritization of projects and providing guidance to justify their criticality.
- Independently assesses and monitors projects, identifies problems, develops solutions, implements them, and evaluates outcomes, involving relevant staff as needed. Responsible for troubleshooting and resource utilization, including escalation when necessary.
- Educates and plans training for Clinical Operations staff regarding project processes and tools. Communicates effectively with users, colleagues across disciplines, and management, translating user needs to technical staff as appropriate.
- Acts as a lead and contact point for projects and vendor contracts related to Clinical Operations, answering questions and providing education internally and externally.
- Creates and deploys monitoring reports for the Clinical Operations 'book of business' that are not covered by the PMO's strategic project monitoring.
- Enhances communication within and outside Clinical Operations regarding key priorities, project work, vendor oversight, and cross-divisional impacts, possibly designing communication vehicles like newsletters.
- Meets with management, sponsors, and project teams to review scope and progress, resolving issues as needed.
- Establishes metrics for project success, develops and negotiates proposals, quotations, and add-ons with leadership and customers. Prepares management for transition from implementation to operations. Keeps abreast of emerging technologies and project management techniques.
- Selects and applies appropriate tools for estimating and planning team or project work within policies, producing work plans that meet standards, and contributing to long-term planning.
- Fosters a culture of continuous process improvement, seeking efficiencies, reducing waste, and lowering costs.
- Monitors and reports progress on high-impact problems, handling exceptions and scope change requests appropriately.
- Maintains professionalism and promotes high standards among staff.
- Supports the organization's mission, values, and privacy policies, maintaining high integrity and confidentiality.
- Maintains reliable attendance and performs other duties as assigned.
Level II (additional responsibilities):
- Represents leadership in decision-making, attends committees, and manages cross-functional teams for project delivery.
- Manages project economics, including costs, budgets, staffing, resources, and risks. Assembles talent and resources to meet project needs.
- Develops contingency plans for schedule, manpower, funding, and requirements management.
- Coaches and mentors team members to meet project goals and resolve issues.
- Manages multiple project teams, guiding and mentoring staff to ensure quality and effectiveness.
- Trains new staff on methodology, processes, and activities related to project management.
Level III (additional responsibilities):
- Serves as a change leader, developing and implementing strategies for the health plan.
- Represents leadership externally and internally in all project-related activities, participating in leadership meetings and committees.
- Works with senior management to assess project impact, identify risks, and develop mitigation plans.
Minimum Qualifications:
All levels require a bachelor's degree in a related field; RN or clinical background preferred. Experience varies by level:
- Level I: 5+ years in healthcare administration or related, 3+ years project management, demonstrated leadership, and communication skills.
- Level II: 5+ years project management, 3+ years managing cross-functional teams, coaching experience.
- Level III: 8+ years project management, 5+ years managing teams, training experience.
Physical Requirements:
May require travel between regions.

Compensation:
Range varies by level, from minimum $60,410 to maximum $129,384, depending on experience and qualifications. The total rewards package includes benefits such as health insurance, retirement plans, wellness programs, paid time off, and holidays.
