Job Summary
Responsible for supporting the development and management of the Medical System’s Comprehensive Healthcare Readiness Program, including system-wide Business Continuity and Emergency Preparedness initiatives. Provides direct support to Incident Command leadership during critical events, collaborating with local hospital incident command teams, emergency managers, safety officers, regulatory leaders, and IT cybersecurity to ensure a cohesive and comprehensive emergency management approach. Reports directly to the Vice President, System Readiness.
Primary Responsibilities
The following statements describe the general nature and level of work performed by individuals in this role. They are not exhaustive of all responsibilities.
- Support the development, implementation, and execution of a corporate-level healthcare system readiness program.
- Assist facility emergency managers in developing and maintaining emergency preparedness programs compliant with Joint Commission and CMS standards, aligning with System-wide policies.
- Support the management of a system-wide Business Continuity Program (BCP), including IT Downtime procedures for critical systems.
- Conduct hazard vulnerability assessments annually and update plans accordingly.
- Develop and participate in emergency preparedness exercises to ensure system-wide readiness, including post-exercise evaluations and improvement plans.
- Create training materials and conduct exercises to prepare the organization for potential incidents, integrating these into daily operations.
- Support response efforts during actual incidents and serve in an on-call emergency management role.
- Take on incident command roles during drills, exercises, and real emergencies.
- Coordinate testing and use of disaster-related equipment.
- Conduct post-event assessments, including after-action reports and corrective actions.
- Support grant applications and post-award management.
- Develop protocols to ensure equitable, impartial, and ethical service delivery post-disaster, adhering to legal standards.
- Create reports and data analyses on business preparedness, capabilities, and recovery potential.
- Analyze regulatory and industry guidance impacts on business continuity and emergency operations.
- Manage project meetings, including agenda preparation and note-taking.
- Perform other related duties as assigned.
Qualifications
Education & Experience - Required
- Bachelor’s degree in Emergency Management, Public Health, or related field, or equivalent experience.
- 7 years of professional experience in healthcare emergency management or related fields.
Preferred
- Master’s degree in Emergency Management or Public Health.
- Knowledge of Maryland emergency management systems and hospital operations.
- Clinical experience in hospital or pre-hospital settings.
Knowledge, Skills, & Abilities
- Knowledge of emergency management planning, training, exercises, and business continuity.
- Familiarity with healthcare emergency standards and legal regulations.
- Understanding of Hospital Incident Command System and safety standards.
- Experience with educational program development and delivery.
- Strong communication skills, including presentations to executives and public speaking.
- Problem-solving and analytical skills to evaluate and improve emergency programs.
- Proficiency with emergency management software (e.g., WebEOC, Everbridge).
- Ability to respond calmly and effectively in emergencies.
- Data analysis and reporting skills.
- Excellent organizational and interpersonal skills.
- Advanced proficiency in Microsoft Office Suite.
