Job summary

State of Connecticut, Office of Policy and Management (OPM) is hiring a Healthcare Benchmark Initiative Policy Development Coordinator in the Health and Human Services Policy and Planning Division. The role leads data collection and analysis of cost growth benchmarks, primary care spending targets, and quality measures to inform policy decisions.

Qualifications

• Six years of experience with major responsibility for the review, analysis, coordination and administration of policies and programs.
• Experience with health policy; familiarity with health care markets and policy reform preferred.
• Experience building relationships with a wide range of external and internal stakeholders, including hospitals, insurers, and state agencies.
• Experience in project management and leadership for multi-stakeholder initiatives.
• Experience with state legislative processes and engaging with legislators.
• Ability to explain complex topics to diverse stakeholders and present policy options.

Responsibilities

• Lead collection, analysis, and reporting of cost growth benchmarks, primary care spending targets, and quality measures.
• Analyze healthcare data to identify trends and support interagency collaboration to develop policy solutions on affordability, access and quality.
• Guide interstate collaborations with national policy experts and manage external stakeholder groups.
• Lead interagency collaboration on innovative health care payment models and reforms.
• Engage with NASHP, Peterson-Milbank, and others on state health policy strategies.
• Manage the Benchmark Team, budget, and associated contractors.
