Job summary

The U.S. Department of Veterans Affairs' Battle Creek VA Medical Center seeks a Health Systems Specialist (HRO/SR Program Coordinator) to lead HRO and Systems Redesign activities.

You will coordinate HRO implementation across the facility, drive Just Culture, CRM/CTT adoption, and readiness for Joint Commission reviews, while guiding safety, quality, and reliability improvements day-to-day.

Qualifications

• At least one year of specialized experience at the GS-11 grade level-equivalent.
• Experience in health care settings with knowledge of regulatory standards and federal systems.

Responsibilities

• Provide executive-level coordination of HRO activities across the facility.
• Lead integration of HRO principles, Just Culture, and safety behaviors into daily operations and strategic goals.
• Coordinate implementation and sustainment of HRO principles and safety practices across clinical and non-clinical areas.
• Facilitate deployment of CRM, CTT, learning systems, and safety event analysis methodologies.
• Lead readiness for accreditation activities including Joint Commission by evaluating system reliability and risk.
• Develop and align policies with patient safety, quality, risk, and Systems Redesign.
• Lead Lean, Lean Six Sigma, and Systems Redesign projects from conception to sustainment.
• Conduct current-state assessments, root-cause analyses, and pilot implementations.
• Identify human-factor issues and design mitigation strategies to reduce variability.
• Design, develop, and deliver training for executives, supervisors, staff; mentor project teams.
• Perform other duties as assigned.

Summary

The Health Systems Specialist (HRO/SR Program Coordinator) serves as the facility coordinator for High Reliability Organization (HRO) efforts and Systems Redesign (SR) program activities at Battle Creek VA Medical Center.

Qualifications

For GS-12: Specialized Experience: Possess at least one (1) full year of specialized experience that equipped you with the knowledge - skills - and abilities to perform the duties of a Health Systems Specialist at the GS-12 grade level. This experience must have been equivalent to GS-11 grade level in Federal service. Specialized experience is progressively responsible analytical or administrative - or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative - clinical - or other service activities - and provided knowledge of the following: Missions - organizations - programs - and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide - agency - and facility systems and requirements in various administrative areas such as budget - personnel - and procurement. • This responsibility includes leading the integration of HRO principles - Just Culture - and safety behaviors into daily operations and long-term strategic goals
• Coordinating the implementation and sustainment of HRO principles - Just Culture practices - and safety behavior expectations across all clinical and non-clinical areas of the medical center
• Facilitating the deployment and spread of Crew Resource Management (CRM) - Clinical Team Training (CTT) - learning systems - and safety event analysis methodologies - ensuring these practices are embedded in workflows and decision-making
• Leading efforts to ensure ongoing readiness for internal and external accreditation activities - including the Joint Commission - by evaluating system reliability - identifying risk - and preparing services for review
• Developing - communicating - and aligning organizational policies and practices with patient safety - quality management - risk management - and Systems Redesign principles
• Leading Lean - Lean Six Sigma - and Systems Redesign projects from conception through sustainment - ensuring adherence to evidence-based improvement methodologies
• Conducting detailed current-state assessments - root-cause analyses - solution development - pilot implementation - and control planning to ensure long-term project success
• Identifying human-factors issues and system vulnerabilities that contribute to error-prone environments
• designing mitigation strategies that reduce process variation and enhance reliability
• Designing - developing - and delivering high-quality training and educational programs for executives - service chiefs - supervisors - frontline staff - and interdisciplinary teams
• Providing structured coaching and mentoring to project teams to ensure fidelity to improvement methodologies and sustainment of outcomes
