Job Summary

The High Reliability Organization (HRO) Specialist serves as an entity‑based reliability subject matter expert within the Jackson Health System (JHS) HRO Office, deploying the enterprise HRO operating model across assigned entities, sub‑entities, and functional learning environments. Reporting to the Director, HRO, this Tier 2 role is accountable for fidelity to the HRO operating model at the entity level facilitating HRO steering committees, calibrating and developing the Transformation Coach bench, leading Learning Area assessment and designation, and providing onsite operational support to embed daily reliability behaviors at the point of work. The HRO Specialist bridges enterprise governance and frontline execution, surfacing patterns and risks upstream while reinforcing escalation pathways and consistent daily management practices across approximately 600 operational learning environments. The HRO Specialist applies principles drawn from the Vizient High Reliability Framework, the Institute for Healthcare Improvement (IHI) Model for Improvement, TeamSTEPPS, and Lean Six Sigma to sustain a high‑reliability, just‑culture environment. Position requires exercise of independent judgment.

Duties And Responsibilities
  • Drives strategic priorities of the HRO operating model at assigned entity, accountable for fidelity to enterprise governance, standardization, and reporting requirements.
  • Facilitates entity‑level HRO steering committees, executive forums, and operational reviews; prepares agendas, captures decisions and action items, and tracks deliverables to closure.
  • Reinforces escalation pathways across entity leadership and learning areas, ensuring frontline signals are surfaced upstream and operational risks are mitigated closer to the moment of work.
  • Onboards, calibrates, and develops Transformation Coaches and HRO Champions; builds a sustainable internal coaching bench that scales without dilution across assigned entities.
  • Leads Learning Area evaluations against functional criteria; supports designation, progression pathways, and Learning Area of Excellence (Gold Medal) advancement.
  • Provides onsite operational support across assigned entities and sub‑entities coaching daily huddles, visual management boards, tactics boards, and structured problem solving at the point of work.
  • Coaches nurse‑physician dyads, learning area champions, and frontline teams on daily reliability behaviors, structured problem solving, and closed‑loop communication.
  • Supports the implementation and sustainment of TeamSTEPPS and IHI Model for Improvement methodologies (PDSA cycles, A3 thinking) within assigned entities.
  • Applies Lean Six Sigma tools process mapping, root cause analysis, value‑stream analysis, and waste identification to local reliability improvement work.
  • Bridges entity leadership, the HRO Office, and frontline teams; communicates enterprise direction downward and surfaces operational patterns and risks upward.
  • Maintains HRO Office documentation, dashboards, and reporting artifacts; ensures accurate and timely updates to assessment records, huddle audits, and designation status.
  • Assist with data collection, KPI tracking, dashboard updates, and performance improvement reporting.
  • Supports preparation of executive briefings, governance reports, and performance dashboards used by HRO Office leadership and the Quality & Safety Division.
  • Participates in HRO Academies and learning forums as a facilitator, coach, and content contributor; supports the development of training materials and standardized tools.
  • Collaborates with Operational Excellence, Organizational Learning & Development, Risk Management, Regulatory Affairs, Patient Safety, Infection Prevention, and other partners to embed HRO principles into daily operations.
  • Monitors entity‑level key performance indicators (KPIs) related to HRO fidelity, daily management consistency, and reliability outcomes; identifies trends and opportunities for improvement.
  • Supports root cause analyses (RCAs), failure mode and effects analyses (FMEAs), and other proactive risk assessments led by the Quality & Safety Division.
  • Models and reinforces a just‑culture environment characterized by psychological safety, transparency, and accountability.
  • Participates in continuing quality improvement activities to ensure continuous improvement of services provided.
  • Attends appropriate orientation and training courses to maintain competency in job skills and knowledge.
  • Relates and interacts well with others relative to their age‑specific, physical, and psychosocial needs.
  • Ensures that report deadlines are met and that all information distributed is complete and accurate.
  • Performs all other related job duties as assigned.
Required Qualifications
  • Generally requires 3 to 5 years of progressive experience in healthcare quality, patient safety, performance improvement, or operational excellence, with demonstrated experience coaching frontline teams and facilitating daily management systems (huddles, visual management, structured problem solving).
  • Direct experience implementing or sustaining HRO, Lean, or Six Sigma initiatives in a complex healthcare environment is strongly preferred.
Education
  • Bachelor's degree in Healthcare Administration, Nursing, Public Health, Industrial Engineering, Organizational Development, Business Administration, or a related field is required.
  • Master's degree in a related field is preferred.
Skill
  • Ability to analyze, organize and prioritize work accurately while meeting multiple deadlines.

Credentials
  • Lean Six Sigma certification (Green Belt or higher) is preferred.
  • Certified Professional in Patient Safety (CPPS), Certified Professional in Healthcare Quality (CPHQ), or TeamSTEPPS Master Trainer certification is strongly preferred. Formal training in High Reliability Organization principles, quality and safety methodology, or change management is preferred.
  • Valid additional license or certification is required as needed, based on the job or specialty.
