Job Summary

The Center for Public Health Practice within the Public Health Strategic Partnerships Division is seeking a dedicated professional to lead efforts in strengthening Minnesota’s public health system. The person in this role will develop, coordinate, and manage projects focused on transforming and improving the system’s responsiveness, performance, and accountability. Using collaborative, co‑creative methods, they will engage with state, local, and Tribal partners to measure, monitor, and enhance system performance. The position involves working with diverse stakeholders, analyzing data, facilitating workgroups, and providing strategic recommendations to advance a seamless and equitable public health system.

This position is hybrid (telework based out of the new hires home office and their nearest MDH district office). The location of this position will be determined by the top candidate. MDH district office locations include St. Paul, St. Cloud, Duluth, Rochester, Bemidji, Fergus Falls and Mankato. Commuting to the St. Paul office and other MDH office locations across the state may be required. Reimbursement for authorized business travel expenses is provided according to bargaining unit guidelines.

Qualifications
Minimum Qualifications

Three (3) years of experience in managing public health performance or quality improvement projects, including:

  • Experience in project management and working with public health agencies or local health departments.
  • Experience with performance measurement, analyzing data, and quality improvement.
  • Experience preparing reports, presentations, and facilitating meetings.
  • Experience working for Government State, Local or Tribal Public Health.

Qualifications to be further be assessed during the interview process:

  • Familiarity with performance improvement tools and strategies.
  • Understanding of public health reporting requirements.
  • Ability to include fairness and equity principles in public health work.
  • Communication skills that allow clear reporting, presenting and leading.
  • Knowledge of federal and state laws that relate to public health programs.
  • Ability to adapt quickly and effectively to changing situations and complex challenges in a fast-paced environment.

Educational Equivalencies:
A bachelor's degree may substitute for one (1) year of experience. An associate's degree may substitute for six months of experience.

Preferred Qualifications
  • Experience working with local public health agencies and diverse community partners is preferred.
  • A master’s degree in public health, Public Administration, Community Health, Environmental Health, or a related field.
  • Knowledge of the Minnesota Department of Health functions, policies, and procedures.
