Job summary

Minnesota Department of Health is seeking a Data Operations Manager to lead the Office of Data and Analytics (ODA) with a focus on operational efficiency, strategy, and cross‑functional partnership. You will guide planning, advise on business process improvements, and mentor teams responsible for data governance, analytics, and project delivery.

  • Three years of project management experience with multiple stakeholders across an organization or multiple organizations.
  • Three years of experience as planner or management analyst.
  • Two years of experience leading process improvement efforts.
  • Bachelor’s degree in business administration, public administration, or related field can substitute for 1 year of experience; a master’s degree can substitute for 2 years.

Responsibilities

  • Researching, analyzing, and diagnosing ODA operational needs and strategic planning.
  • Advising CDAO on implementing and integrating modern business processes and technologies.
  • Understanding agency financial and budget process and providing leadership with information for decision making.
  • Mentoring data, operations, and project management staff, setting priorities and timelines, monitoring and reporting progress.
  • Budget and operations lead for ODA supporting the CDAO.

Primary responsibilities include:
  • Researching, analyzing, and diagnosing Office of Data and Analytics (ODA) operational needs and strategic planning
  • Advising/consulting Chief Data and Analytics Officer (CDAO) on how to implement and integrate modern and efficient business processes and technologies
  • Understanding agency financial and budget process and providing leadership with information and recommendations necessary for decision making, long-range organization and business process and systems planning
  • Mentoring individuals and teams of data, operations, and project management staff, setting priorities and timelines, monitoring, and reporting on progress.
  • Budget and operations lead for ODA supporting the CDAO.

In accordance with HR/LR Policy #1422 Telework, this position is eligible for up to 50% telework for applicants who live in Minnesota or in a bordering state within 50 miles of the assigned work location. Candidates residing outside of Minnesota further than 50 miles of the assigned work location at the time of application must be able to relocate to Minnesota within 30 days of their start date. The telework policy may exempt employees who live more than 50 miles from their primary work location from the 50% in-office requirement, depending on job requirements, helping the State of Minnesota access top talent across the state.

Minimum Qualifications

  • Three years of project management experience. Project management experience must include projects with multiple stakeholders across an organization or with multiple organizations.
  • Three (3) years of experience as planner or management analyst
  • Two (2) years of experience leading process improvement efforts
  • A bachelor’s degree in business administration, public administration, or related field can substituted for 1 year of experience. A master’s degree in business administration, public administration, or related field can substitute for 2 years of experience.
Qualifications to be further assessed during the interview process
  • Leadership skills to carry out actions while exercising tact, diplomacy, and sensitivity to provide clear direction and support to others
  • Communication, both oral and written, to mobilize action to achieve organizational goals and coach and advise other staff

Preferred Qualifications
  • Experience leading large-scale /complex business improvement project(s) within MN State government agencies
  • Experience presenting to and influencing executive decision makers, senior management and/or division directors on policy decisions or project approaches
  • Experience, training, and/or certification in process improvement methodology (i.e., LEAN, Six Sigma, etc.)
  • Experience with grant and proposal writing
  • Experience with MDH budget and financial processes
Additional Requirements
  • This position requires successful completion of a background check and employment reference check.
