Salary Range: $74,800.00 To $95,000.00 Annually

IPRO is seeking a Health Services Researcher to support the Connecticut Department of Public Health (CT DPH) Tobacco Control Program's Surveillance and Evaluation grant activities. In the Health Services Researcher position you will play a lead role in analyzing healthcare, survey, population health, and programmatic data to evaluate tobacco prevention and cessation initiatives across Connecticut.

The Health Services Researcher will work as part of a multidisciplinary team of public health professionals, epidemiologists, evaluators, data analysts, and healthcare quality improvement specialists. The role will be responsible for conducting analyses, developing reports and dashboards, supporting grant-required evaluation activities, and translating findings into actionable recommendations for CT DPH and program stakeholders.

This role is well suited for a candidate with strong quantitative and analytical skills and a commitment to using data to improve population health outcomes and reduce tobacco-related disparities. Duties to include but not limited to:

  • Conduct quantitative and qualitative analyses to support the evaluation of statewide tobacco prevention and cessation initiatives.
  • Manage and analyze qualitative and quantitative data.
  • Develop and maintain data collection protocols, data dictionaries, analytic specifications, quality assurance processes, and documentation.
  • Perform data validation, quality checks, and completeness assessments to ensure integrity of evaluation findings.
  • Conduct trend analyses and statistical evaluations to assess program performance, reach, outcomes, and health equity impacts.
  • Develop dashboards, reports, scorecards, and visualizations across tobacco cessation control projects.
  • Prepare routine and ad hoc analyses to support CT DPH grant reporting requirements.
  • Translate quantitative findings into clear narratives, presentations, and recommendations for public health, healthcare, and community stakeholders.
  • Support the preparation of annual reports, evaluation summaries, publications, conference presentations, and technical assistance materials.
  • Identify meaningful measures, benchmarks, and performance indicators to assess program effectiveness.
  • Support the development and evaluation of survey instruments, interview guides, data collection tools, and evaluation protocols.
  • Apply established research methods and statistical techniques to answer programmatic and policy-relevant questions.
  • Work collaboratively across project and program teams.

This position is office based at our Albany, NY or Jericho, NY office.

Required Qualifications

  • Knowledge of quantitative research methods, program evaluation, and statistical analysis techniques.
  • Proficiency with one or more analytical tools such as SAS, SQL, R, Python, Power BI, Tableau, Excel, or similar platforms.
  • Demonstrated ability to synthesize and communicate complex findings to both technical and non-technical audiences.

  • Excellent organizational skills and ability to manage multiple projects simultaneously.

Preferred Qualifications

  • Knowledge of healthcare quality measures, performance improvement methodologies, and health equity frameworks.
  • Familiarity with electronic health record and healthcare claims data.
  • Advanced analytical and problem-solving skills.
  • Strong understanding of research design, measurement, and evaluation methodologies.
  • Ability to create meaningful data visualizations and executive-level reports.
  • Ability to work independently while collaborating effectively within multidisciplinary teams.
  • Ability to translate data into actionable recommendations that support decision-making and program improvement.

Education and Experience

  • Master's degree in Public Health, Health Services Research, Epidemiology, Biostatistics, Healthcare Administration, Public Policy, Data Science, Social Sciences, or a related field, required.
  • Three (3) years of experience conducting health services research, public health evaluation, healthcare analytics, or related analytical work, required.
  • Experience managing, analyzing, and interpreting large healthcare or public health datasets, required.
  • Experience developing reports, dashboards, and data visualizations, required.
  • Experience supporting state or federal public health programs, preferred.
  • Experience evaluating chronic disease, tobacco control, behavioral health, health systems change, or population health initiatives, preferred.
  • Experience with REDCap, SPSS, NVivo, Power Query, or geospatial analysis tools, preferred.
  • Experience designing and implementing surveys and mixed-method evaluations, preferred.

The salary range and/or hourly rate listed is a good faith determination of potential base compensation that may be offered to a successful applicant for this position at the time of this job advertisement and may be modified in the future. The annualized salary range for this position is $74,800.00 – $95,000.00. Actual salary range and /or hourly rate depends on a variety of factors including experience, education, credentials, location, and budget.

The salary range and/or hourly rate listed does not include other forms of compensation or benefits.
