Johnson County Wastewater (JCW) is responsible for the safe collection, transportation and treatment of wastewater generated by our community. - Develops, implements, and maintains a comprehensive Health and Safety management program that protects JCW’s assets and interests and minimizes losses to JCW property and physical injury to employees, visitors, etc., in accordance with JCW policies and procedures and local, state, and federal regulations. Manages the Emergency Response Plan and related tasks to maintain up-to-date processes and procedure. Assists in the JCW COOP plan and preparation. Manages all aspects of JCW's Employee Workers Compensation Program and Light Duty Program and keeps employees and supervisors apprised of all restrictions and reasonable accommodations necessary in the care and treatment of employees. Provides employees with training, counsel, direction, and skills to independently think and work safely. Maintains confidentiality working with personnel documents and department programs.
- Coordinates accident prevention policy and technical knowledge with Wastewater Treatment, Collections and JCW Facilities, and other County departments.
- Reviews, researches, and implements new health and safety standards and policies. Investigates health complaints such as respiratory and skin illnesses. Reviews and recommends personnel protective equipment purchases and manages inventory. Manages and monitors the County Drug & Alcohol policy and procedures, employee testing, and data management. Performs all other duties related to safety activities and employee protection. Manages and develops all JCW Health and Safety programs, such as Lockout/Tagout (LOTO) program. Assures compliance with applicable laws and guidance including Kansas Department of Labor, OSHA, NFPA, etc. Performs other duties as assigned.
- Maintains training database for all licenses, certifications, and training programs. Researches and implements new safety-related training to maintain industry standards. Develops innovative training strategies and approaches for JCW safety training program.
- Participates in outside safety organizations and activities that would benefit the JCW’s total accident prevention program.
- Manages and assists with the development of material and training policies for JCW employees and outside agencies regarding employee safety. Reviews proposed construction documents to assure compliance with JCW safety regulations and design standards. Provides advisory services on technical and other safety and industrial hygiene matters during construction of new facilities or repair work. Reviews processes and equipment and provides input to operations, maintenance, and engineering personnel concerning technical safety problems. Leads and participates in the JCW’s safety team, and leads the development of internal controls, policies, and procedures. Develops and implements safety training as needed.
Establishes and maintains a procedure for analyzing data accumulated in accident, injury, and non-injury reports. Manages the creation of accurate records for all regulatory bodies covering workplace health, safety, and security. Develops and manages JCW Vehicle Accident Review Program including policy changes, investigating vehicle accidents, and data management.

Minimum Job Requirements:
Bachelor's degree in Environmental Safety/Safety Management, Occupational Safety, Engineering, Public Administration, Applied Health Sciences or related field and a regular driver’s license with an acceptable driving record are required. Five (5) years industrial safety at a professional level is required. Five (5) years as a trainer (actual presentations of materials in group settings) is also required.
Johnson County Government requires reference/background screening for all positions. Specified criteria may vary by Department/Agency.
Preferred Job Requirements:
KS Wastewater Operator License II and/or KS Collection Systems License II or other related Utility Operator License is preferred.
