Job summary

The State of South Carolina Department of Health and Human Services seeks a Program Manager II to assist the Bureau Chief of Quality in improving health quality across Medicaid programs. This in-office role leads quality initiatives and monitors performance to support the agency’s Quality Strategy.

The position reports to the Bureau Chief, coordinating with clinical and non‑clinical teams, overseeing QAPI planning, and driving performance improvements across services and populations.

Qualifications

• Bachelor’s degree in a health field with at least 5 years of related healthcare quality experience.
• Master’s degree preferred with 5+ years in managed care or quality oversight.
• Experience with Medicaid/Medicare programs and contract management is a plus.
• Strong analytical skills and ability to drive cross‑agency quality improvements.

Responsibilities

• Assist the Bureau Chief with managing health quality improvement activities.
• Oversee QAPI planning and performance improvement projects.
• Coordinate across offices (Quality Assurance, BabyNet, and others).
• Monitor and report on quality metrics and compliance.
