Job summary

Colorado Access is seeking a HEALTH POLICY ANALYST to shape policy and support our mission in a hybrid Denver-area role. You will research and monitor policy at the state and federal level, develop memos and talking points, and collaborate across the organization to align policy goals with our mission to improve community health.

The ideal candidate has a Master’s degree in a related field and at least three years of health policy experience, including Medicaid/CHP+ familiarity.

Qualifications

  • Master’s degree in social science, public policy, economics or public health required; or an equivalent combination of education and experience.
  • Minimum of three years’ experience in health policy required; Medicaid/ACA CHP+ experience preferred.
  • Proficient in written, verbal and presentation skills with ability to write clear documents.

Responsibilities

  • Conducts research, monitors, and analyzes policy issues related to Colorado Access.
  • Develops position papers, memos, talking points, and other materials outlining programs and policy positions.
  • Provides input on policy priorities and contributions to external positioning.
  • Leads state and federal legislative and regulatory tracking to expand advocacy.
  • Collaborates with all levels of the organization to evaluate policy goals and objectives.
  • Prepares and staffs senior leadership for participation in policy coalitions and committees.
  • Prioritizes equity in legislative, regulatory, and budget analysis and expands policy focus beyond healthcare.

What you will do:

We are looking for a HEALTH POLICY ANALYST who can help shape our vision and support our mission. Here is what the position will look like.

  • Conducts research, monitors, and analyzes various policy issues and concepts which are pertinent to Colorado Access (COA) including review of state and federal legislation, regulations, and budget items,
  • Develops position papers, memos, talking points, and other materials that outline COA programs and policy positions,
  • Provides input on policy priorities and other contributions to overall external positioning.
  • Leads state and federal legislative and regulatory tracking helps expand COA’s focus on commenting and advocacy.
  • Engages with COA lobbying and policy consultants to solicit input on policy analysis and document development as appropriate,
  • Works in collaboration with all levels of the organization to evaluate and reach consensus of policy goals and objectives,
  • Prepares and staffs senior leadership for their participation in policy coalitions, committees and affiliated organizations.
  • Prioritizes an equity lens throughout legislative, regulatory, and budget analysis and tracking; and supports the expansion of the policy and government relations work beyond a traditional health care focus to include priorities related to housing, nutrition, and other social needs.
  • Coordinates internal organizational workgroup focused on legislative and policy positions, including bill and budget analysis, meeting agendas, note taking, and follow up.
What you will bring:

Education : Master’s degree in social science, public policy, economics or public health required; or an equivalent combination of education and experience.

Experience : Minimum of three years’ experience in health policy required. Experience working with Medicaid, ACA Marketplace, CHP+ policies and programs preferred. Work experience with a state or federal government, a foundation, a health carrier or policy research organization is highly desired.

Knowledge, Skills, and Abilities : Strong analytical, research and critical thinking skills. Position requires excellent written, verbal and presentation skills with ability to write clear and concise documents. Demonstrates support for the company’s mission, vision and values. Excellent interpersonal, organizational and time management skills. May be required to manage multiple priorities and projects with tight deadlines. Proficient with Microsoft Office (Excel, Access, Word and PowerPoint).

Licenses/Certifications : A valid driver's license and proof of current auto insurance will be required for any position requiring driving.

Pay, Perks and Benefits at Colorado Access:

The compensation for this position is $72,500.00 - $90,000.00 annually. Colorado Access has provided a compensation range that represents its good faith estimate of what Colorado Access may pay for the position at the time of posting. Colorado Access may ultimately pay more or less than the posted compensation range. The salary offered to the selected candidate will be determined based on factors such as the qualifications of the selected candidate, departmental budget availability, internal salary equity considerations, and available market information, but not based on a candidate’s sex or any other protected status.

Where you will work:

This position will be a hybrid model work environment, a blend of ‘In-Office’ and ‘Remote.’
