Description du poste

Enterprise Systems Technical Expert Advisor — Operational Medicine

The Enterprise Systems Technical Expert Advisor provides senior technical, strategic, and operational advisory support to the Air Force Medical Readiness Agency (AFMRA) and Air Force Medical Service (AFMS). The Advisor supports the planning, implementation, sustainment, modernization, and optimization of enterprise informatics, information management/information technology (IM/IT), network, Electronic Health Record (EHR), Electronic Medical Record (EMR), and clinical-informatics capabilities across both in-garrison and operational medicine environments.

This position requires demonstrated experience supporting operational medicine, military medical readiness, expeditionary healthcare, deployed clinical operations, or comparable distributed and mission-critical healthcare environments. The Advisor ensures that enterprise technical solutions—including MHS GENESIS, DHA enterprise services, network infrastructure, clinical informatics tools, and IT service-management capabilities—meet the needs of fixed medical treatment facilities, remote sites, contingency operations, and operational medical units.

The Advisor serves as a senior technical liaison among AFMRA, AFMS functional divisions, Defense Health Agency (DHA), Defense Information Systems Agency (DISA), Military Health System (MHS) stakeholders, medical treatment facilities, operational medical units, clinical providers, and enterprise-service providers. The role requires independent judgment, technical leadership, and the ability to translate operational medical mission requirements into secure, interoperable, sustainable, and clinically practical enterprise IT solutions.

Key Responsibilities
  • Develop and support strategic planning for enterprise informatics, IM/IT, network, EHR/EMR, and digital-health capabilities supporting AFMRA and AFMS.
  • Align AFMS operational-medicine requirements with DHA enterprise architecture, MHS GENESIS functionality, DISA standards, DoD cybersecurity requirements, and enterprise-service delivery practices.
  • Evaluate existing and proposed systems, applications, interfaces, technical designs, workflows, and infrastructure capabilities for suitability in in-garrison, remote, deployed, expeditionary, and operational medical environments.
  • Assess current and future network, hosting, connectivity, interoperability, security, and service-management requirements. Recommend improvements that reconcile AFMRA mission needs with DHA, DISA, and DoD enterprise standards.
  • Analyze the operational impact of limited bandwidth, intermittent connectivity, system availability, remote support constraints, downtime procedures, data synchronization, continuity-of-care requirements, and other conditions affecting distributed medical operations.
  • Evaluate emerging technologies, health-IT capabilities, EHR enhancements, clinical informatics tools, and MHS initiatives for their potential effects on MHS GENESIS, clinical workflows, provider experience, patient-care delivery, and operational medical readiness.
  • Support MHS GENESIS implementation, sustainment, release planning, workflow analysis, provider adoption, training, optimization, and operational use for both in-garrison and operational medicine settings.
  • Optimize patient-care workflows, clinical documentation, provider processes, readiness-related medical activities, referrals, consults, and information-sharing practices through effective use of enterprise EHR/EMR capabilities.
  • Provide remote and on-site peer-to-peer support, technical assistance, workflow coaching, end-user engagement, and training for clinicians, medical support staff, administrators, operational medical personnel, and program stakeholders.
  • Develop, update, and maintain curricula, training materials, job aids, standard operating procedures, process maps, workflow diagrams, technical requirements, implementation plans, and operational-use guidance supporting MHS GENESIS and related enterprise systems.
  • Document current-state and future-state workflows, including distinctions among in-garrison care, remote clinical support, deployed operations, and other operational-medicine use cases.
  • Support current and future MHS GENESIS releases through release-impact analysis, user-readiness planning, operational workflow validation, technical coordination, training updates, issue tracking, and deployment support.
  • Prepare executive briefings, decision papers, technical recommendations, risk assessments, issue papers, and status reports for senior AFMS leadership regarding EHR/EMR progress, operational readiness, workflow challenges, provider adoption, implementation risks, and recommended courses of action.
  • Independently investigate, analyze, plan, design, implement, evaluate, and recommend solutions for projects and program initiatives that affect AFMS enterprise systems, patient care, medical readiness, clinical operations, and operational medicine.
  • Support large-scale, geographically dispersed IT projects involving more than 50 remote sites. Coordinate implementation planning, stakeholder communications, risk management, technical dependencies, issue resolution, training, rollout readiness, and post-implementation support.
  • Apply PMP and ITIL service-management practices to project governance, requirements management, change control, risk management, incident management, problem management, release management, service transition, knowledge management, and continuous service improvement.
  • Provide technical expertise supporting SharePoint web services, enterprise service/helpdesk functions, collaboration platforms, knowledge-management capabilities, user-support processes, and enterprise service-delivery operations.
