Job summary

State of West Virginia is seeking a senior manager to oversee the Office of Home and Community Based Services within the SUD Waiver program. The role requires availability to testify during WV Legislature sessions and to ensure compliance with federal and state policies.

The position leads policy development, program administration, and interagency collaboration to deliver services to members in a cost-effective manner.

Qualifications

• Master's degree required; substitution available with 1 year experience.
• At least three years of professional experience in the area, including at least one year in program administration.
• Substitution: post-graduate training may substitute for non-supervisory experience.

Responsibilities

• Oversee all aspects of the SUD Waiver, including CMS reporting to CMS and other assigned behavioral health programs.
• Monitor the delivery of services to members.
• Oversee an annual budget.
• Research, develop, and/or implement program policy and procedures.
• Provide daily policy clarification and guidance to Medicaid Managed Care Organizations.
• Collaborate with other state agencies, vendors, and advocacy groups.
• Create state policy and reporting requirements in accordance with CFR.
• Assist in the development of contracts to procure program services within federal guidelines.
• Perform other duties as assigned.

This position is responsible for the management of the Office of Home and Community Based Services in the area of the Substance Use Disorder (SUD) Waiver Program. The position will oversee the administration and operations functions necessary to ensure compliance with federal regulations and state policies and procedures in an efficient and cost-effective manner. Must be available at any time during regular, special, and interim sessions of the WV Legislature to provide testimony.

Key Duties & Responsibilities

Training

Master's degree from an accredited college or university in the area of assignment.

Substitution

One year of full-time or equivalent part-time paid experience as described below may substitute for the Master's degree.

Experience

Three years of full-time or equivalent part-time paid professional experience in the area of assignment, one year of which must have been in a program administration capacity.

Substitution

Post-graduate training in the area of assignment may substitute through an established formula for the non-supervisory experience.
