Program Manager – Substance Use Disorder (ID022)
The Program Manager is responsible for the planning, coordination, administration, and management of assigned program(s) within Northwestern Community Services Board (NWCSB). This position oversees service delivery, ensures program compliance, supervises staff, and represents the Agency at regional, state, and community levels. Each NWCSB Program Manager focuses on a specific population or service area, such as adult mental health, intellectual and developmental disabilities, children, youth, and family services, rehabilitation, community treatment, or substance use programs, while maintaining core managerial responsibilities. Program-specific details are tailored to meet the needs of the individuals served by each program.

MAJOR DUTIES AND RESPONSIBILITIES:
- Manage Office Based Addiction Treatment (OBAT) to integrate medication management with outpatient treatment ensuring adherence to clinical best practices and align with American Society of Addiction Medicine (ASAM) determinations and approved administrative policies and procedures to include jail-based services (i.e. H.E.A.R.T.)
- Manage Peer Recovery Services (PRS) ensuring fidelity to the model of service delivery while managing the clinical documentation for billing and approved administrative policies and procedures. Support PRS staff understanding of how ASAM criteria relate to consumer care pathways and referral coordination.
- Manage Substance Use Disorder (SUD) case management services ensuring adherence to clinical best practices and approved administrative policies and procedures to include the Agency’s Substance Exposed Infant (SEI) program. Ensure case management processes incorporate ASAM criteria for accurate placement, continued stay, and transition decisions. Provide clinical oversight to Certified Substance Abuse Counselors (CSACs) involved in case management and support CSACs supervising trainees.
- Manage Substance Use Disorder (SUD) outpatient therapy services ensuring adherence to clinical best practices and approved administrative policies and procedures. Ensure outpatient services follow ASAM criteria for assessment, service planning, and level-of-care determinations.
- Manage Substance Use Recovery Courts ensuring fidelity to the model of service delivery as well as ensuring adherence to clinical best practices and approved administrative policies and procedures. Ensure Recovery Court participants are assessed and monitored according to ASAM criteria to support appropriate level-of-care placement. Provide clinical oversight to CSACs supporting Recovery Court programming.
- Ensure regulatory statutes are met for the treatment and reporting requirements for all substance use priority populations, coordinating with other Agency programs for the treatment of substance use priority populations.
- Manage Substance Use State and Federal funds such as SARPOS, SOR, SAPT Block Grant, and OAA funding and appropriate use of funding to include development of MOUs with vendors that meet criteria for use of funds, reporting requirements, bed allocation, detox, recovery housing, etc. according to ASAM standards of care and best practice and approved administrative policies and procedures.
40% Program Management
- Oversees the development and implementation of program services and policies tailoring each to the specific population served.
- Leads and manages program operations, ensuring service delivery aligns with Agency standards, program goals, and regulatory requirements.
- Provides back up consultation for program operations and staff, as needed.
- Manages program operations, establishes standards of operations, policies, and/or procedures, identifies opportunities for improvement and innovation, and implements procedural and programmatic changes as necessary to improve service quality and responsiveness.
- Develops or collaborates on the development of promotional, informational, or reporting materials regarding program services for internal and external audiences.
- Ensures accurate and timely reporting of service data, waitlist information, and operational metrics to both internal stakeholders and external regulatory authorities.
- Assesses, monitors, and reports on program adherence to policies and procedures.
- Manages program resources and staffing, allocates resources effectively to ensure financial compliance with funding requirements and appropriate utilization of staff and equipment for service needs, and seeks additional funding opportunities as appropriate.
- Assists in securing additional funding through grants and contracts, oversees the proper allocation of grant and contract monies and resources, and develops programs to broaden service offerings.
- Monitors billing practices within the program to ensure accuracy, compliance with regulatory requirements, and timely submission of service requirements.
20% Staff Supervision & Development
- Directly supervises and oversees the indirect supervision of program staff, contractors, interns, and volunteers, facilitating the training, performance evaluations, and ongoing professional development to enhance service delivery and staff performance.
- Oversees the recruitment and workforce management for program staff to maintain appropriate staff availability for service provision.
- Provides clinical supervision to Agency staff pursuing clinical licensure and/or certification, if applicable.
- Manages the facilitation of internship and volunteer opportunities in support of programs or program staff, when appropriate.
- Serves as the subject matter expert for the program’s specific services and target populations, acting as the primary point of contact for internal staff, external stakeholders, and partner agencies regarding program-related inquiries, training, guidance, and collaboration of service delivery.
- Maintains and fosters working relationships with external stakeholders, such as community organizations, state and regional partners, and other agencies.
- Serves as the primary liaison and representative of the Agency and the program in various meetings, councils, and forums.
- Participates in intra-agency planning, coordination, and the implementation of policies and procedures when necessary.
15% Client Care & Service Delivery
- Maintains high-quality care through the assessment, planning, and coordination of direct or indirect client services, provides direct services or maintains a small caseload on an as-needed basis to support program operations and ensures continuity of care.
- Provides backup support, coverage, and/or consultation during off-hours during high-demand periods or in situations where additional expertise is required to ensure continuous service availability for clients in crisis or emergencies within their service programs.
5% Marginal Functions of the Job
- Performs related duties as required or deemed appropriate to the accomplishment of the responsibilities and functions related to this position or in support of departmental and Agency goals
QUALIFICATIONS:
Minimum Qualifications
- Master’s degree in human services
- Virginia Licensed Mental Health Professional (LMHP) eligibility
- A mix of education and experience that shows the necessary skills and knowledge for a program management role in a medium to large behavioral health organization
- Experience in a public behavioral health, private provider, or managed care organization or working in a community services board’s complex regulatory environment
- An eagerness to invest in one’s community through service.
- Must possess a valid Driver’s License, good driving record, and the ability to provide own transportation.
Preferred Qualifications
For this position, the most competitive candidates will possess:
- Virginia Licensed Mental Health Professional as a Licensed Clinical Social Worker (LCSW), Licensed Professional Counselor (LPC), or Clinical Psychologist preferred.
- At least three years of supervisory experience
- At least eight (8) years of progressive leadership experience, preferably in a healthcare or behavioral health setting
ADDITIONAL REQUIREMENTS:
- May be exposed to allergenic environments from client’s homes, including dust, smoke, pet contamination, cleaning supplies, etc.
- May be exposed to clients with infectious diseases.
- Must be able to drive for long periods of time to travel in and out of the catchment area as needed.
- Must be able to walk distances, climb and descend stairs, maneuver in and out of agency vehicles.
- Prolonged periods sitting at a desk and working on a computer.
- Must be able to lift/push/pull up to 25 pounds at times.
SALARY: $87,156 – $100,016
