Job summary

BCT Partners, LLC is seeking qualified candidates for an on-site Program Specialist role focused on Head Start and Early Head Start grants in the Denver, CO area. You will support award oversight, program administration, and ongoing compliance with federal guidelines, coordinating with regional staff and recipients.

The role requires strong data analysis, communication and project coordination, with a starting annual salary in a range of $60,000–$65,000 and a comprehensive benefits package.

Qualifications

• Bachelor’s Degree from an accredited university or college; master’s degree a plus.

Responsibilities

• Review and analyze funding applications according to Regional Office timeframes and procedures.
• Review recipient program performance reports, incident reports and complaints; provide guidance to recipients.
• Coordinate with RPM, SPS, TTA and Grants Specialist staff on recipient case work.
• Review waiver requests for recipients.
• Review applications for facility construction, purchase and major renovation.
• Participate in Regional meetings and trainings; complete required HHS and BCT trainings.
• Conduct monthly calls with recipients and Regional Grants Specialists on topics like data, enrollment, salaries and retention.
• Assist recipients with Head Start Enterprise System (HSES).
• Process requests: Continuations, Key Hires, Waivers, Change of Scopes, COLA/Quality, Deviations, Carry-Overs, Incremental Funding, Slot Reductions & Budget Revisions.
• Conduct annual site visits as part of five-year monitoring cycle.
• Identify and mitigate recipient risk factors; improve Head Start recipient performance.
• Review and administer grant applications and awards processes.
• Provide support for program performance and monitoring; promote collaboration with external partners.
• Support competitive grant processes and panel monitoring.
