Job summary

Penn State seeks an experienced investigations leader to become the inaugural Chief Investigations Officer, overseeing a centralized Office of Investigations and guiding policy-violation and discrimination/harassment inquiries across the University.

Reporting to the General Counsel, the CIO will build and lead a small team, ensure neutral and thorough investigations, and collaborate with OCCR, HR, and campus leaders to advance equity and accountability.

Qualifications

• Ten+ years conducting complex internal investigations.
• Three+ years supervising investigative staff or teams.
• Experience applying laws, regulations and institutional policy to Title IX, Title VI, and related civil rights matters in higher education.

Responsibilities

• Design and refine the end-to-end case intake-to-resolution process with standardized templates and triage rubrics.
• Lead, mentor, and assess investigators; provide training and guidance.
• Collaborate with OCCR, General Counsel, HR, Labor & Employee Relations, and campus units to ensure objective, thorough investigations.
