Job summary

You will oversee pursuit, capture planning, and GMP negotiations, building long-term client partnerships while guiding teams to high-quality proposals.

The role emphasizes leadership, strategic planning, and mentorship of estimators, project managers, and engineers to win complex bids and deliver successful turns to GMP milestones.

Qualifications

• Extensive experience leading preconstruction and estimating for municipal wet utilities.
• Proven track record delivering CMAR, JOC, Design-Build and other delivery methods.
• Strong leadership to develop teams and influence stakeholders.
• Excellent communication, negotiation, and client relationship skills.
• Experience creating pursuit strategies and winning proposals.

Responsibilities

• Lead all aspects of the preconstruction process for CMAR, JOC, Design-Build, and other projects.
• Direct pursuit strategies, proposals, RFQs/RFPs, and contract negotiations with clients.
• Develop capture plans for municipal agencies and strategic clients.
• Mentor estimators, PMs, engineers, and other preconstruction staff.
