Job summary

PayPal is seeking a Head of Payment Operations for PayPal Bank (in formation) to lead end-to-end payment operations, settlement, and risk controls. This role oversees card acquiring settlement, ACH processing, deposit operations, loan funding, and regulatory compliance within a bank framework.

The role reports to the Chief Operations Officer and collaborates with Treasury, regulators, and risk management to design a scalable operational framework aligned with the Bank’s business plan and network

Qualifications

10+ years relevant experience or an equivalent combination of education and experience.
Experience in payment operations, banking operations, or regulated financial services.
Strong knowledge of card network rules, NACHA standards, BSA/AML operational requirements, and Regulation E controls.

Responsibilities

Lead payment and settlement operations for the Bank, including card acquiring settlement and ACH processing.
Oversee loan disbursement processing, repayment posting, and ACH debit execution with proper segregation of duties.
Establish and maintain settlement, reconciliation, GL control, dispute and exception management processes.
Own the first-line operational risk and control environment for payment and deposit activities.
Ensure adherence to applicable laws, regulations and network requirements (card networks, NACHA, Reg E, Regulation W, etc.).
Develop and monitor KPIs (chargebacks, ACH returns, fraud trends, operational losses) and report to COO and governance committees.
Oversee affiliate and third‑party service providers within the Bank’s risk management framework.
