Job summary

PayPal in Texas is seeking the Head of Payment Operations for PayPal Bank (in formation). You will lead end-to-end payment operations, including card acquiring settlement, ACH, deposits, loan funding, and payment posting, reporting to the COO.

You will design a safe, scalable framework, oversee risk controls, ensure regulatory compliance, and partner with regulators, networks, and affiliates. You will manage staff and drive governance, reporting, and improvement programs across risk operations.

Qualifications

• 10+ years in payment operations or banking operations leadership.
• Bachelor’s degree or equivalent in business/finance.
• Experience with card networks and NACHA/BSA/AML compliance.

Responsibilities

• Lead payment and settlement operations for the Bank.
• Oversee loan disbursement processing and payment posting.
• Establish settlement, reconciliation, and control processes.
• Ensure regulatory compliance across networks and laws.
• Develop KPIs and reporting to COO.
