Job summary

Massachusetts Bay Transportation Authority (MBTA) seeks a Director of Design Quality Assurance to lead the design quality program across the Capital Investment Program, establishing policies, standards, and governance for planning, design, and construction activities.

You will collaborate with executive leadership, engineering, project delivery, operations, safety, consultants, and regulators to promote a culture of quality, reduce risk, and ensure safe, reliable, and sustainable transit

Qualifications

• Bachelor’s degree in Engineering, Architecture, or related field.
• 7 years of progressive experience in the design of major projects.
• 5 years of supervisory, manager or leader experience.

Responsibilities

• Provide strategic leadership for MBTA's Design Quality Assurance Program across the Capital Investment Program.
• Establish and maintain QA policies, procedures, standards, and governance for planning, design, and construction activities.
• Direct the Quality Management Plan execution and related QA systems.
• Develop and monitor objectives, KPIs, and reporting tools for design quality performance.
• Lead QA audits, surveillances, assessments, and compliance reviews to ensure adherence to MBTA and regulatory requirements.
• Oversee review and approval of consultant Project Quality Plans and ensure consistent implementation across all capital projects.
• Lead identification, evaluation, mitigation, and reporting of design quality risks affecting cost, schedule, safety, and maintainability.
• Direct corrective and preventive action programs to address design quality deficiencies.
• Lead MBTA Designer E&O Program and participate in E&O Committee, trend analysis, and cost recovery initiatives.
• Serve on Designer Selection Committees and provide quality-related procurement recommendations.
• Establish and maintain consultant performance evaluation and quality metrics.
• Develop standard design and construction scope templates and quality provisions for contracts and procurements.
• Oversee the Capital Program PDG process to ensure governance and stage-gate compliance.
• Analyze quality data and lessons learned to drive process improvements.
• Collaborate with Engineering, Capital Delivery, Operations, Maintenance, Safety, Environment, and other departments to integrate quality requirements.
• Represent MBTA in design quality matters with regulators, auditors, and stakeholders.
• Provide executive guidance on design quality performance and organizational improvement opportunities.
• Mentor a multidisciplinary team of quality professionals and manage staffing and budgets.
