Job summary

The Housing Authority of the City of Middletown is seeking a Program Manager to lead the Housing Choice Voucher program, including related subprograms. The role ensures compliance with HUD rules, oversees staff, and coordinates external relations, reporting, and MTW initiatives as applicable.

Responsibilities include budgeting, grant reporting, and maintaining program performance. The incumbent will collaborate with finance, auditors, and stakeholders to support housing opportunities for

Qualifications

• Associate's or Bachelor's degree in Public Administration, Business, Urban Studies, or related field.
• Minimum five (5) years of progressively responsible experience in affordable housing or HCV program management.
• Strong knowledge of HUD regulations, HCV Administrative Plans, and voucher operations.
• Proficient in HUD systems (PIC, EIV, VMS), Microsoft Office Suite.

Responsibilities

• Oversee all voucher types (HCV, PBV, Enhanced) and portability.
• Ensure compliance with HUD regulations and agency plans.
• Budgeting, financial reporting, and HAP/UAP processing.
• Staff supervision and development of HCV staff.
• Prepare monthly reports for Executive Director and Board.
