Job summary

Housing Authority of the County of Jackson, Illinois seeks a full-time Housing Choice Voucher Supervisor to lead the HCV team in a Monday–Friday schedule (8:00 a.m.–5:00 p.m.). The role oversees staff performance, ensures compliance with HUD and program rules, and prepares required reports and budgets.

Responsibilities include staff interviews/training, policy implementation, coordination with the Executive Director, and ensuring accurate HCV-related filings, portability, and SEMAP compliance.

Qualifications

• Minimum 3+ years in affordable housing or PHA operations; supervisory experience preferred.
• Certification in LIPH, HCV, RAD or ability to obtain within one year of hire.

Responsibilities

• Directs the work of staff.
• Interviews and selects staff; provides and/or coordinates staff training.
• Provides leadership through managing the performance and productivity of Department functions; directs the continuous improvement of department outcomes; and assures the satisfaction of internal and external customers.
• Provides technical information and guidance to staff and administration concerning the Housing Choice Voucher, RAD, and IDHA Reentry Vouchers.
• Ensures staff follows applicable local, state, and federal regulations and JCHA's policies.
• Formulates, affects, interprets, or implements program policies against changing regulations, laws, and viewpoints to coordinate timely implementation of amended goals and policies.
• Ensures HUD performance standards and other requirements are maintained at a high-performance level; conducts reviews and audits to assure adherence to policies and procedures.
• Monitors, tracks and ensures compliance with VAWA regulations including data reporting.
• Collaborates with the Executive Director in oversight of short-term and long-range planning for the HCV program.
