Job summary

Quadel is seeking an HCV Finance Specialist in Miami to perform critical financial functions across the Housing Choice Voucher program and general accounting. You will provide high-quality service to internal and external customers, ensuring accuracy in HAP/UAP processing, reporting, and cash flow management.

The role requires 2+ years of fiscal management experience in a comparable operation, advanced Excel skills, and strong analytical and communication abilities.

Qualifications

• Two years recent experience directly relating to fiscal management of an operation comparable in complexity to the HCV program, or an equivalent combination of education and related experience.
• Must obtain required certifications within specified timeframes
• Advanced knowledge of Excel and ability to use specialized PHA software
• Knowledge of accounting principles, practices and systems, including maintenance of general ledgers and journals, accounts payable, accounts receivable and preparation of related statements.

Responsibilities

• Conducts all work activities in a manner that supports achievement of SEMAP, contractual standards, and/or other performance measures as required.
• Assist in implementation of HCV programs policies and procedures as related to program administration.
• Maintains knowledge of policies, HCV Administrative Plan, HUD changes, PIH notices and guidance.
• Prepares data file required to generate HAP checks and obtains signatures before releasing files to generate HAP.
• Assists with generation of HAP check runs; coordinates collection of HAP information and processes HAP and UAP checks.
• Leads processes for HAP contract execution including unit reconciliation, owner setup, documentation, inspections, and coordination.
• Generates statistical and narrative reports including HUD VMS reporting and leasing forecasts.
• Interfaces with landlords and tenants on housing assistance payments.
• Monitors portability billing and fees and maintains program cash flow.
• Ensures data integrity by reconciling and approving financial transactions and journal vouchers.
