Job summary

Maryland Department of Housing and Community Development (DHCD) seeks a permanent full-time HCD Community Program Administrator II. Under the Deputy Director, Division of Homeless Solutions, you will oversee the PSH program, coordinate with state agencies and CoCs, and lead training and partnership initiatives.

The Maryland Department of Housing and Community Development (DHCD) is a national leader�in the financing and development of affordable housing and community development lending.�The Division of Homeless Solutions is responsible for leading the states interagency strategy,�policy, and initiatives to prevent and end homelessness for all Marylanders. This vital work�includes leading the Maryland Interagency Council on Homelessness and facilitating cross-sector�collaborations with government, nonprofit, philanthropic, and other strategic partners.��The�Division administers grant funds and technical assistance to local governments and nonprofits�that are delivering critical safety net programs in their communities - such as street outreach,�shelter, permanent housing, food pantries, foreclosure counseling, homebuyer education,�benefits enrollment, workforce development, early childhood care, and specialized services for�aging adults, domestic violence survivors, and youth. The Division also serves as the HUD-�designated lead agency for the Balance of State Continuum of Care, coordinating funding, data�collection, performance management, client assessment, and housing referral systems in 9 rural�and suburban counties.

This position offers a salary range of $76,608- $86,274/year, with potential for advancement up to $120,814/year based on qualifications, equity, and hiring guidelines. Initial salary offers are determined by qualifications, experience, and available budget, and typically do no exceed $86,274/year.

The Maryland Department of Housing and Community Development is located in Prince George's County across from the New Carrollton Metro, MARC, and Amtrak Station.

POSITION DUTIES

DHCD has an immediate opening for a permanent full-time HCD Community Program Administrator II. Under the supervision of the Deputy Director, Division of Homeless Solutions, this position will oversee all resource development, management and coordination of the Permanent Supportive Housing (PSH) program, including collaboration with other state agencies including Maryland Department of Aging, Maryland Department of Disabilities, and Maryland Department of Health, partnership with Continuums of Care (CoC), provide training and technical assistance on standards and build partnerships between properties and service providers.

MINIMUM QUALIFICATIONS

Education:�� A Bachelor’s degree from an accredited college or university.

Experience: Five years of administrative or professional experience to include two years of financing experience or providing technical assistance for development or rehabilitation of multifamily or single family housing; neighborhood revitalization and business development; community infrastructure development; or historic preservation programs.

Notes:

1. Candidates may substitute additional administrative or professional experience as defined above�on a year-for-year basis for the required education.

2. Candidates may substitute additional job-related education at a rate of thirty credit hours for each year of experience for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in business and industry classification or business and industry specialty�codes in the housing management field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Experience working with a Continuum of Care (CoC) including homelessness and at-risk populations

Experience managing federal or state Permanent Supportive Housing (PSH) and other housing programs serving individuals experience homelessness

Experience building relationships and partnerships in the community with stakeholders�

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
