Knowledge Builders Inc. is seeking an experienced Software Developer to lead the Tax Modernization effort in Albany, NY. You will guide the technical direction, mentor staff, and ensure robust delivery of tax-related applications across multiple projects.

The role covers requirements gathering, architecture, coding in J2EE, and collaboration with ITS/DTF stakeholders. Strong SQL, XML, and modern IDE experience are required to ensure high-quality system changes.

Qualifications

• 60 months experience with J2EE technologies including JDBC, JSP and XML.
• 60 months experience developing, building, and testing Java EE applications using modern IDE’s, such as Eclipse, NetBeans, or IntelliJ.
• 36 months experience with Spring/Struts using application servers such as Tomcat, JBoss, WebSphere or WebLogic.
• 60 months experience writing SQL statements for relational databases.
• 48 months of experience in messaging technologies, such as MQ, JMS, Kafka.
• 36 months experience developing with HTML, CSS and JavaScript.
• 24 months of experience with a government taxation/budget organization, which includes technical design, development, maintenance and end user support of complex processing.

Responsabilités

• Obtain business requirements to develop automated applications which meet business priorities.
• Provide lead programming duties for tax related applications.
• Develop and mentor staff using various technologies including J2EE, Spring, JSON, JavaScript and JDBC.
• Develop and review detailed documentation for system and program change requirement including detail specifications documents.
• Assist and provide guidance through all phases of the project management life cycle.
• Develop unit test plans based on coding changes and user specifications. Conduct unit testing and debugging of all code changes in the development environment.
• Coordinate the migration of all code changes (programs, procedures, etc.) from development environment into user test environment.
• Assist team members using distributed technologies including Java, DB2, XML and XQuery. Ensure that staff members are properly trained and mentored.
• Provide support, as needed, for defects and issue resolution. Ensure that defects and issues are addressed promptly based on priority.
• Facilitate and participate in meetings with ITS and DTF customers.
• Communicate clearly, both verbally and in writing, with DTF management and users, ITS management, and team members.

Project/Program

Tax Modernization.

This position will be in support of the NYS Tax Modernization Program. This program will encompass multiple projects to modernize legacy systems within the NYS Department of Taxation and Finance, which is responsible for billions in state revenue.

Day-to-day Tasks

The selected candidate will be a lead developer for the Tax Modernization effort and provide support for maintenance activities. Specific duties include but are not limited to:

• Obtain business requirements to develop automated applications which meet business priorities.

Software Developer–

Is involved with all facets of the software development process, including the research, design, programming, testing and implementation of computer software.

Expert

84+ months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.

Requested Qualifications
