Job summary

Bowhead is seeking a General and Operations Manager to join our Hawaii Support Services proposal effort in support of the Naval Undersea Warfare Center Keyport Division Detachment Pacific in Oahu, Hawaii.

The position requires a Bachelor's degree and ten years of professional experience in technical program management, with strong leadership, communication, and logistics skills; willingness to coordinate across dispersed teams and meet security clearance requirements.

Qualifications

• Bachelor's Degree required.
• 10 years of professional experience in technical program/project management.
• Experience across dispersed geographic areas preferred.
• Basic level skills in Word, Excel, Outlook, PowerPoint.
• Able to communicate effectively with all levels of employees and outside contacts.
• Strong interpersonal skills and good judgment; able to work alone or as part of a team.

Responsibilities

• Provides leadership and direction to the team.
• Ensures flow of communication from upper management to employees and vice versa.
• Oversees administrative/operational leadership within contract guidelines.
• Manages Turn-In & Receiving Operations, Accountability & Records Management, Warehousing & Material Handling, and Coordination & Customer Service.
• Ensures Navy compliance and maintains accurate records in logistics systems.
• Verifies documentation and updates records.
• Provides logistical support in supply, maintenance, and transportation.
• Establishes program objectives and assesses progress.
• Provides resources to plan, organize, and manage supply functions.
• Presents briefs and detailed operational reports including manpower, schedules, and financial.
• Implements a continuous Risk Management process throughout the contract life cycle.
