Job summary

Grunley Construction Company Inc. seeks a Program Director to lead the Hawaii NAVFAC MACC, acting as the day‑to‑day executive for the Grunley/Goodfellow Brothers joint venture. You will own the full lifecycle from opportunity identification to delivery, building the local team and coordinating with NAVFAC Hawaii.

The role requires 10+ years of federal construction leadership, strong negotiation skills, and experience managing a joint venture or teaming arrangement in Hawaii.

Qualifications

• Bachelor's degree in Engineering, Construction Management or related fields.
• 10+ years of progressively responsible construction leadership experience, including federal/military construction.
• Experience with Navy (NAVFAC) or other DoD delivery methods and MACC/IDIQ/JOC contracts.
• Experience operating within or leading a joint venture or similar partnership.
• Track record of winning and executing large federal construction contracts.
• Strong negotiation skills with government contracting officers and JV/teaming partners.
• Willingness to be based in or relocate to Hawaii.

Responsibilities

• Own the full lifecycle of the Hawaii NAVFAC MACC program from opportunity identification to execution.
• Build relationships with NAVFAC Hawaii and local trade partners.
• Direct pre-construction and proposal efforts and negotiate final contract terms.
• Stand up and lead project delivery teams for the regional JV.
