Job description

Overview

The HIV/AIDS Services Administration (HASA) seeks an Administrative Director of Social Services, M‑III, to serve as a Regional Manager overseeing center operations across the five boroughs. The selected candidate will work under the Assistant Deputy Commissioner and will administer Cash Assistance, SNAP Assistance, Medical, and Social Services initiatives.

Responsibilities
  • Ensure adherence to Federal/State/City and Agency standards by planning, developing, testing, and implementing new or revised error‑reduction programs and coordinating existing programs to eliminate redundancy.
  • Direct and coordinate the periodic auditing of the HASA Centers’ operating routines to eliminate workflow inefficiencies and address error rates.
  • Plan and coordinate policy and procedural protocols for cases that use both Community Based Organizational (CBO) services and other City Agencies to ensure optimal client services.
  • Direct and manage the work of the Center Directors who provide administrative and professional expertise to approximately 40,000 clients, ensuring supervision focuses on methodologies that mitigate barriers to agency goals.
  • Represent HASA Centers, the Human Resources Administration, and the Assistant Deputy Commissioner at meetings and conferences with other city agencies to identify problems and provide insights into policy and procedural improvements.
  • Establish qualitative and quantitative standards of work performance and administer Local, State, and Federal regulations and Agency guidelines, providing uniform interpretation of policy and procedure by staff and locations; prepare periodic management reports, special studies, and audits to ensure compliance with court‑imposed mandates and agency standards.
  • Assist the Assistant Deputy Commissioner in developing methods for effectively managing HASA Center operations, ensuring the utilization of current, revised, and new procedures, and preparing analytical reports on methods, processes, and operations to achieve qualitative goals.
Minimum Qualifications
  • A baccalaureate degree from an accredited college or university and four years of progressively responsible experience in a large governmental agency, business firm, civic or community organization operating in social services, including one year at the administrative or managerial level; or
  • Education and/or experience equivalent to the above, with graduate education or a license substituting for up to three years of experience, subject to the one‑year administrative/managerial requirement.
  • A master’s degree in a field related to social services may substitute for two years of experience; graduate education beyond the baccalaureate may substitute at a rate of 30 semester credits for each year of experience up to a maximum of three years.
  • A valid New York State registration as a Licensed Clinical Social Worker (LCSW) or Licensed Master of Social Work (LMSW) may substitute for three years of experience.
  • All candidates must have a baccalaureate degree from an accredited college and one year of experience at the administrative or managerial level as described above.
