ECC is seeking a Health and Safety Manager for construction projects on Guam. The role focuses on ensuring compliance with health and safety requirements and company standards across multiple subcontractors.

The ideal candidate will have eight years of progressive safety leadership on large construction projects and an active US passport. Strong knowledge of EM 385-1-1 and proficiency with Microsoft Office are required. Local Guam candidates are highly desired.

Qualifications

• Bachelor's degree in Engineering, Construction Management, Environmental Health & Safety or related field or equivalent
• Eight years of progressive health and safety experience on large construction projects ($5M+)
• Must have a current passport and ability to work on project sites
• Knowledge of US Army Corps of Engineers EM 385-1-1
• Proficient with Microsoft Office and email systems
• Excellent written and oral communication skills
• Ability to lead others without formal reporting authority
• Experience in health and safety on construction and environmental projects

Responsibilities

• Implement Accident Prevention Plans (APP) across project sites
• Promote health and safety programs and ensure adherence
• Oversee Activity Hazard Analysis (AHA) preparation and acceptance
• Deliver health and safety training to staff and subcontractors
• Document health and safety reports, logs, and risk mitigation plans
• Ensure documentation is uploaded to the project portal
• Oversee subcontractors and project team to comply with APPs
• Conduct regular safety inspections and mitigate risks
• Collaborate with Project Managers to integrate safety into plans
• Mentor Health & Safety Supervisors and junior staff
• Participate in interviews and provide feedback on staff
• Interface with senior management and advise on policy/procedure
• Review subcontractor qualifications and contract compliance with regulations
• Manage government construction/environmental project safety requirements (NAVFAC, USACE, AFCEE)
• Handle additional responsibilities as assigned by management
