The City of Jacksonville Parks, Recreation and Community Services Department is seeking two Grounds Maintenance Working Foremen to lead crews in the outdoor maintenance of parks, playgrounds, athletic fields and tennis courts. You will schedule, train, and supervise staff while operating heavy equipment and ensuring safety standards.

Requirements include a Class A or B CDL, City Public Driver certification, and relevant groundskeeping experience.

Qualifications

• Three years of education and/or experience in grounds keeping, landscape maintenance or general maintenance and repair.
• Valid Class A or B Commercial Driver's License prior to appointment.
• Must qualify for and maintain City of Jacksonville Public Driver certification.

Job description

The Parks, Recreations and Community Services Department is actively seeking two (2) Grounds Maintenance Working Foreman.

This is service and maintenance work as a crew leader in the construction, maintenance, upkeep and repair of public parks grounds, playgrounds, athletic fields, and tennis courts. The work requires knowledge of landscape, tennis court and public park maintenance practices and procedures acquired through a combination of training and experience. Schedules, assigns, monitors, reviews, and evaluates the work of assigned staff. Contacts with others require skills in understanding and/or influencing people and are important in providing customer service, including skills of persuasiveness, assertiveness, and sensitivity to others point of view that are required to influence behavior, change an opinion, or turn a situation around. The work is performed following established routines, standing instructions, and established procedures, but some variation in the sequence of procedures used is permitted based on situations encountered in the workplace. The work is performed primarily outdoors where there are some risks and hazards, but they are known, predictable and controllable. Operates vehicles such as backhoes, front-end loaders, dump trucks, motor vehicles with gross vehicle weight ratings of 26,000 pounds or more, equipment such as mowers, blowers, edgers, hand tools, and related equipment. The work involves moderate physical activity and demands which may occasionally include lifting objects, such as equipment and/or supplies weighing more than 50 pounds and working at heights more than five feet above the ground. The work is performed under general supervision where the work assignments are subject to instructions and established work routines, and the worker is given latitude to rearrange the sequence based on changing situations.

• Schedules, assigns, monitors, reviews, and evaluates the work of assigned staff, administering counseling and discipline when necessary.
• Instructs, trains, and provides assistance to assigned workers.
• Maintains records on personnel, supplies and equipment used and work performed.
• Responds to questions and minor complaints from the public.
• Participates with crews in maintenance activities to include public parks grounds; playgrounds, athletic fields, tennis courts and sidewalk repairs.
• Participates with crews in performing tree pruning, removal and general care and landscape installation and maintenance projects.
• Operates backhoes, front-end loaders, dump trucks, and other landscape/maintenance equipment.
• Oversees and participates in routine equipment maintenance. Inspects tools and equipment for proper use and care.
• Ensures adherence to safety standards and procedures.
• Prepares reports and maintains records.
• Depending upon assignment, may operate vehicles requiring a valid Class B Commercial driver's license.
• Communicates clear direction, manages for results and leads organizational change.
• Assigns responsibility, takes corrective action, demonstrates leadership in evaluating, developing and motivating employees.
• Demonstrates proficiency in the City of Jacksonville’s competencies.
• Performs related work as required.

• Knowledge of tools and procedures used in the installation and maintenance of public parks grounds, athletic fields, tennis courts and landscape projects.
• Knowledge of grounds-keeping and general horticultural practices and procedures.
• Knowledge of principles and practices of clay and hard court maintenance and resurfacing.
• Knowledge of safety procedures and occupational hazards for construction and maintenance activities.
• Ability to establish and maintain effective working relationships with others.
• Ability to read, comprehend and apply rules and regulations, pesticide labels, work orders, plans and sketches.
• Ability to perform arithmetic computations.
• Ability to determine materials needed for projects.
• Ability to perform assigned tasks under adverse weather conditions.

• Three years of education and/or experience in grounds keeping, landscape maintenance or general maintenance and repair work.

LICENSE/CERTIFICATION/REGISTRATION

• A valid Class A or B Commercial driver's license is required prior to appointment and must be maintained during employment in this class.
• Registration with the Florida Motor Carrier Safety Administration is required prior to appointment.
• Must qualify for, obtain and maintain during employment in this class a City of Jacksonville Certification as a Public Driver.
• If assigned to the tennis facilities, employee must attend, complete classes in tennis courts maintenance within first year of employment.

OTHER REQUIREMENTS

• The probationary period for this class is twelve (12) months.
• Pursuant to the provisions of Article 39.4 of the Jacksonville Supervisors Association Collective Bargaining Agreement, this classification will be filled by the Rule of Three.
• This classification performs safety-sensitive functions and is subject to pre-employment, random and other drug/alcohol testing programs as set forth in the City of Jacksonville’s Drug Free Workplace Policy (0401).
