Qualifications

Education: Bachelor's degree or equivalent combination of education and relevant experience.
Preferred Fields of Study: Engineering, geology, environmental science, planning, construction management, architecture, real estate development, or a related technical field.
Work Experience: 10+ years of progressive experience in land development, engineering, construction, permitting, real estate development, or a related field.
Demonstrated experience managing complex development projects with multiple technical disciplines, consultants, and internal partners.
Experience guiding projects through site evaluation, due diligence, design, entitlement, permitting, budgeting, and development planning.

Responsibilities

Lead technical due diligence for prioritized Greenfield sites and coordinate internal resources and external consultants.
Guide preliminary site layouts balancing operational needs, environmental considerations, permitting requirements, capital investment, and long-term value.
Build and manage integrated project plans, schedules, budgets, decision points, and deliverables from due diligence through permit readiness.

Job description

The Greenfield Development Manager advances Luck Companies' growth strategy by leading the technical evaluation and development of prioritized Greenfield opportunities. Reporting to the Director, Greenfield and Community Development, this role brings internal partners and external consultants together to move projects from site evaluation through due diligence, design, entitlement, permitting, and development readiness. The manager turns complex technical findings into clear recommendations, practical plans, and disciplined project execution that support sound investment decisions and long-term operating success.

Essential Functions

40% of position - Technical Due Diligence & Site Evaluation

Lead technical due diligence for prioritized Greenfield sites, including geological, environmental, cultural, engineering, land use, utility, access, and constructability assessments.
Coordinate internal technical resources and external consultants to evaluate site viability, development constraints, project risks, and mitigation options.
Guide preliminary site layouts that balance operational needs, environmental considerations, permitting requirements, capital investment, and long-term value.
Synthesize technical findings into clear recommendations that support project prioritization and investment decisions.

30% of position - Project Management & Development Readiness

Build and manage integrated project plans, schedules, budgets, decision points, and deliverables from due diligence through permit readiness.
Create clarity across cross-functional teams by defining scope, roles, responsibilities, dependencies, and accountability for project outcomes.
Identify project risks early, develop response plans, and elevate decisions or barriers in a timely manner.
Maintain complete, accurate project documentation and provide concise updates on progress, priorities, risks, and next steps.
Prepare projects for an effective transition to operations, engineering, construction, or other implementation partners.

20% of position - Entitlement, Permitting & Consultant Coordination

Lead the technical workstreams required to support zoning, entitlement, environmental review, and permitting applications.
Coordinate the preparation, review, and timely submission of plans, studies, applications, and supporting documentation.
Partner with the Director, Community Engagement and Site Selection to provide accurate technical content for stakeholder, community, and governmental conversations.
Track agency comments, commitments, conditions, and required follow-up through resolution while maintaining alignment across the project team.

10% of position - Early-Phase Underwriting & Portfolio Support

Develop early-phase cost, schedule, capital, and operating assumptions for Greenfield opportunities in partnership with Finance and operational leaders.
Support business cases, scenario analysis, and project comparisons used to prioritize opportunities and allocate resources.
Coordinate fiscal impact studies, market inputs, and early discovery for strategic or reactive opportunities as assigned.
Improve Greenfield development tools, standards, and processes to strengthen consistency, speed, and quality across the portfolio.
